Partnering with Cape Verde: Maritime Law Enforcement and Human Rights
On 13-17 April 2009, a team from the U.S. Africa Command Office of Legal Counsel and from the Defense Institute of International Legal Studies (DIILS) traveled to Praia, Cape Verde to lead two executive-level seminars, one in Maritime Law and Drug Enforcement and a second one in Human Rights and Humanitarian Law. The seminars were attended by many Cape Verdean dignitaries and agencies to include the Cape Verde Director of Defense, the Cape Verde Commissioner on Human Rights, the Cape Verde Coast Guard, Cape Verde Judicial Police, Cape Verde Ports Authority, the Cape Verde District Attorney's Office, and personnel from the U.S. Embassy in Cape Verde.
Throughout the conference, panel members and attendees engaged in lively discussion about legal issues of common interest to Cape Verde and the United States and shared lessons learned. In particular, seminars on maritime jurisdiction, piracy, and torture received the greatest amount of interest and discussion. A local television station covered the opening and closing ceremonies to the seminar. The executive seminar strengthened the already excellent maritime partnership and cooperation both countries enjoy. Cape Verde was the first African nation to participate in combined law enforcement operations with the United States Coast Guard as part of the Africa Partnership Station. Both countries look forward to further opportunities to work together on maritime issues in the near future.

How do you, as a legal professional employed by the US military, see yourself qualified to lecture on this topic. My question stems from the recent flurry of news coverage on the legality of the conduct of activities at Guantanamo Bay with respect to detainees.
Would we, after WWII, have listened to the Japanese discuss the treatment of prisoners, what, with the Bataan Death March and all? Is it a we won, therefore we write the rules kinda thing? Do as I say, not as I do?
