On 16-20 August 2009, a team combined of a representative from the U.S. Africa Command Office of Legal Counsel and a representative of the Defense Institute of International Legal Studies (DIILS) traveled to Maputo, Mozambique, to lead a 2-day executive-level seminar on Human Rights and International Humanitarian Law.
Specifically, the seminar included discussions on Observing and Respecting Human Rights and Civilian Authority, Regional Human Rights Agreements (especially the African Charter), Refugee Rights, Internal Armed Conflict and the Law, International Law of Armed Conflict, Law of Armed Conflict and Terrorism, and Rules of Engagement.
During the seminar, examples of the United States' experiences with such topics were used to encourage the attendees to share their views and understanding of the various topics. The team was impressed with the attendees' enthusiasm and spirited debate on the important international and regional issues raised during the seminar. The Mozambicans were excellent hosts and we look forward to future engagement between our nations.
