Information Technology: Enabler for Security and Stability
United States Africa Command (U.S. AFRICOM) represents an important and enduring symbol of the United States commitment to our African partners and friends. Our mission is clear and captures the realities of today's global environment:
United States Africa Command, in concert with other U.S. Government agencies and international partners, is responsible for conducting sustained security engagement through military-to-military programs, military-sponsored activities, and other military operations as directed to promote a stable and secure African environment.
The stand up of U.S. Africa Command provides a new framework of understanding to enable partnerships required to enhance security and advance stability. As part of this framework, U.S. Africa Command believes the use of information technology can help build enduring and cooperative relationships. The sharing of information enabled by technology can be used to support international cooperation, multinational venues, and U.S. government interagency initiatives required to build capacity and bridge capability gaps for combined operations to support humanitarian, crisis response, peace operations and to deter extremism. Additionally, through training venues, exercises, and other engagement activities, we hope to promote the use of information sharing to prevent conflict from occurring through early engagement with other nations.
Recently, the U.S. Mission to the African Union (USAU) and U.S. Africa Command recognized eight African Union (AU) technicians and military personnel who completed advanced training on the Very Small Aperture Terminal (VSAT) satellite system. USAU donated the VSAT system and provided initial training in December 2007. Through coordination with U.S. Africa Command, a one-week advanced training program was conducted to help operationalize the system for deployment to Mogadishu in support of the AU Mission in Somalia (AMISOM).
U.S. Africa Command is looking forward to partnering with our African neighbors in AFRICAN ENDEAVOR 08 scheduled for July of this year to highlight new information technology capabilities. Additionally, engagement opportunities in the areas of network operations, an information exchange symposium and spectrum management training are also under consideration for the next year.
We believe that nations, using information technology and working together to address shared issues and opportunities, will champion peace-building efforts, optimize the use of limited resources, decrease tension and rivalries, and spawn new social and economic cooperation.
