Between 17 and 19 August 2009, the U.S. Africa Command Office of Inspector General (IG), represented by the Deputy Inspector General, Richard Ridgway and the IG Chief of Outreach, Christine Byrne, presented an Executive Seminar on the United States' IG System to 20 Cameroonian government officials in Yaounde, Cameroon. The seminar was specifically requested by Cameroon through the U.S. Embassy and the Defense Institute for International Legal Studies (DIILS) as a follow-on to an Anticorruption seminar performed by DIILS in 2008. The purpose of the IG seminar was to familiarize Cameroon officials on the US IG concept, an oversight model of particular interest to many of their ministries. The presentation gave the Cameroonians basic information about several IG models, including those used by the US military and statutory IGs within the United States, such as the Department of Defense IG. In addition, information on U.S. Government whistleblower protections and ethical standards of conduct was presented.
Initial feedback from participants was extremely positive. The only complaint was that the training was "significantly too short!" As a result, we hope to provide them a longer course next year - upon request - which is focused on IG inspections.
This IG seminar was then followed by Human Rights and International Humanitarian Law training, which was provided by a DIILS attorney, LT Derek Mills, Navy Judge Advocate General's Corps, as well as the Deputy IG, Mr. Ridgway, who is also an attorney. This 2-day seminar was conducted at the Cameroonian Naval base in Douala, Cameroon between August 20-21, with 26 participants from the Cameroon Navy, Special Forces, and other military units.
