PPandemic Readiness & Response Exercise in Mombasa, Kenya
From December 6-10, 2010, the United Nations World Food Programme (WFP) sponsored a Pandemic Readiness & Response Exercise (P2RX) to test and refine tools and guidance for humanitarian response to a severe pandemic or similar infectious disease outbreak. The exercise focused on the second and third order effects that would impact humanitarian assistance in support of national governments and the maintenance of essential services. Based on strategic priorities at the national and regional levels articulated in previous planning conferences, objectives for the exercise were concretely defined, the scope agreed to, modules created, and post exercise deliverables identified.
The P2RX series focuses on the logistics of a disaster response on the African continent, not the medical. The P2RX series is USAID-funded, USAFRICOM-supported and World Food Programme-led. It is a model of what could be in terms of multi-agency cooperation, support and information-sharing. If this model works for pandemic response, what else could it be applied to in the future?
OBJECTIVES:
1. Exercise logistics networks decision-making processes including risk management and messaging - in response to a disaster affecting the region; 2. Stress-test the interoperability of logistics networks across the East African region (Kenya, Rwanda, Burundi, Tanzania and Uganda);and 3. Improve coordination through simulation and exchanges between countries Subject Matter Experts.
