I had the opportunity to join U.S. Coast Guard (USCG) Commandant Admiral Thad Allen when he visited Djibouti together with the new USCG Chief of International Affairs and Master Chief Petty Officer of the Coast Guard. The visit included meetings with the U.S. Ambassador, Combined Joint Task Force - Horn of Africa (CJTF-HOA) command and staff, a tour of the port of Djibouti, and a visit to the USCG Cutter Boutwell, which is helping with Gulf of Aden security operations.
Two things stood out on this visit. First, the Commandant and International Affairs Chief have a deep appreciation for the importance of Africa's maritime security. The Coast Guard recognizes that African nations' effective management of their maritime realm and its resources is also vital to the health and security of the global maritime transportation system. The Coast Guard also recognizes that the maritime security capabilities our African partner nations strive toward are mostly Coast Guard-like, and that our skills are in high demand here.
The second stand-out of the visit is the importance of taking a systems view of maritime issues. Regarding Africa's lakes and other issues, Admiral Allen highlighted that in the Coast Guard's experience, solutions that support multiple maritime system elements are most likely to gain the consensus needed to succeed. These system elements include not only security policing, but also efficient and safe commerce, environmental protection, resource management, aids to navigation and more. Bringing multiple needs together, preferably under the auspices of a regional cooperative organization, greatly increases the opportunity for success.
It was an honor to welcome the Commandant and staff to Africa. Africa's maritime realm provides great promise for the continent's development and prosperity. The Coast Guard stands ready to help our partner nations protect and manage the treasure of their seas.
