At the request of Lieutenant General Sobantu Dlamini, the commander of the Umbutfo Swaziland Defense Force (USDF), the U.S. Africa Command Inspector General Office conducted a seminar with a select group of USDF commanders and staff officers at their headquarters outside the capital, Mbabane, from 18-19 October. Air Force Major John Pease and I, representing the AFRICOM IG office, led the seminar discussions. Our efforts were supported by the U.S. Embassy Pretoria Office of Security Cooperation and by Ms. Vicky Mboka-Boyer of the U.S. Embassy in Mbabane.
Responding to our charge to be effective envoys, we discussed the history and benefits of various U.S. military and civilian IG system models, and placed special emphasis on the U.S. Army's inspection process. Our USDF colleagues openly engaged with us, asked challenging questions and offered their views concerning the value their IG office has added to the USDF. They also expressed confidence that once their IG system model is fully developed, it could be suitable for use by other government agencies as well.
The hospitality we experienced was exceptional, and we were delighted to hear our hosts describe their culture and traditions. The local cuisine was delicious and, the scenic mountains of the Kingdom of Swaziland provided an inspiring setting for the seminar sessions.
We learned many interesting things about the USDF from our hosts and, according to their verbal and written comments, the professional discussions were mutually beneficial. Brigadier General L.S. Dlamini, the USDF IG, expressed his appreciation for the support from AFRICOM and indicated that he planned to integrate several aspects of U.S. military and civilian IG principles and practices into USDF IG doctrine.
This was a successful institution building engagement for both the USDF and the AFRICOM IG office. The event was also covered by both print and broadcast media sources. We look forward to future opportunities to continue to improve relations with our IG friends in Swaziland. We are also looking forward to conducting similar engagements with other African partner nations in the near future as well.
