  CARE Mission Statement

Reducing and restructuring the workforce humanely and efficiently has been one of the most difficult tasks faced by the Department of Defense (DoD) in recent years. Our success in achieving the necessary reductions and workforce restructuring with minimum turbulence is largely a result of the Department's use of special personnel programs and incentives. To assist with the overall management and administration of this process, the DoD Civilian Assistance and Re-Employment (CARE) Program was created. This Program capitalized on existing tools such as the DoD Priority Placement Program (PPP), sought Congressional authorities and new tools from other Federal agencies, and combined, consolidated, and enhanced other reduction and assistance programs into one. Direct program assistance is provided to DoD activities through the CARE headquarters and its field staff.

The CARE headquarters is located in Rosslyn, Virginia. CARE field offices are located in four different locations. The CARE Operations Branch is located at Robins AFB, GA, and its subordinate offices are in Dayton, OH, San Antonio, TX, and Melbourne, FL. The Priority Placement Support Branch (PPSB) as well as our systems support office, is located in Dayton, OH.
