Prior to arriving at the Academy in July 2009, Commander Gay was the Fifth District Intelligence Officer. While assigned there she was also part of a CG-2 lead team that drafted the recently published COMDTINST M3800.5 Coast Guard Field Intelligence Support to Operations (FISO) Manual. Prior to D5 she was an Atlantic Area Intelligence maritime terrorism analyst, networking with national level intelligence agencies and combatant commands to produce operational level maritime terrorism threat analysis. Prior to that assignment she was the Chief of the Maritime Security Analysis Branch, Coast Guard Intelligence Coordination Center, where she produced all source drug and migrant smuggling intelligence analysis for senior Coast Guard decision-makers. Prior to entering the Coast Guard Intelligence Enterprise in 2000, she served at Activities Baltimore as a Response Team Leader, a Small Passenger Vessel Inspector and a Marine Casualty & Personnel Investigator. From 1995 until 1997, she was the Congressional Staff Writer at the CGPC. She is a 1994 graduate of Officer Candidate School.
