Richard J. Hartnett received a B.S.E.E. degree from the U.S. Coast Guard Academy in 1977, an M.S.E.E. degree from Purdue University in 1980, and a Ph.D. degree in Electrical Engineering from the University of Rhode Island in 1992. He holds the grade of Captain in the U.S. Coast Guard, and has been on the Coast Guard Academy faculty since 1985. In 1987, he was selected for the Academy's permanent commissioned teaching staff (PCTS).  

CAPT Hartnett is currently a Professor at the Coast Guard Academy. He is presently co-authoring a text entitled Analog and Digital Filter Design, to be published by Saunders College Publishing. His current research interests include efficient digital filtering methods and improved receiver signal processing techniques for electronic navigation systems (specifically GPS and Loran-C).
