Commander, DLA Europe & Africa


Army Col. Joseph E. Ladner IV is the regional commander for the Defense Logistics Agency Europe & Africa and the senior Defense Logistics Agency representative to two combatant commands: U.S. European Command and U.S. Africa Command, and their respective component commands with oversight of strategic and operational logistics support in a geographic area that extends from Iceland to South Africa and from Greenland to Russia’s eastern border.
 
The DLA Europe & Africa Enterprise is responsible for supporting the Army, Navy, Air Force, Marine Corps and other federal agencies with a variety of logistics, acquisition and technical services in peace and war. These services include materiel management, procurement, warehousing and distribution of spare parts, food, clothing, construction materials, medical supplies, maps and fuel; reutilization of surplus military material; and both document automation and production. This regional mission is performed by approximately 750 personnel assigned to 13 separate field activities and operational staff sections.
 
Col. Ladner is from Gulfport, Miss. He was commissioned a 2nd lieutenant in the Quartermaster Corps from Mississippi Valley State University and began his Army career in 1989. Throughout his career, he has served in operational and staff assignments in Germany, Panama, Southwest Asia, Alaska, Texas, Indiana and the Pentagon.
 
Col. Ladner served as Commander, 2nd Battalion, 401st Army Field Support Brigade in Kuwait. His principal field grade staff assignments include: Joint Plans Officer, U.S. European Command, Stuttgart, Germany; Deputy Commander, 29th Support Group, Kaiserslautern, Germany; Support Operations Officer, 29th Support Group, Kaiserslautern; Executive Officer, 51st Maintenance Battalion, Mannheim, Germany; Support Operations Officer, 51st Maintenance Battalion, Mannheim; and Secretary of the General Staff, Commander, Coalition Land Force Component Command/ Army Forces Central Command, Camp Doha, Kuwait.
 
His company grade assignments include: Commander, Alpha Company, U.S. Army Alaska; Logistics Training Officer, Readiness Group, Fort Benjamin Harrison, Ind.; Project Training Officer, U.S. Army South, Fort Clayton, Panama; General Supply Officer, 6th Infantry Division (Light), Fort Richardson, Alaska; Executive Officer and Platoon Leader, 289th General Supply Company, 553rd Combat Support Battalion, 13th Corps Support Command, Fort Hood, Texas.
 
Col. Ladner’s military education includes the Quartermasters Officers’ Basic and Advanced Courses, the Combined Arms Services and Staff School, the Command and General Staff College and the U.S. Army War College. His civilian education includes a Bachelor of Science degree in biology, a Masters of Business Administration and a Masters of Strategic Studies.
 
He has been awarded the Defense Meritorious Service Medal, the Meritorious Service Medal, the Joint Service Commendation Medal, the Army Commendation Medal, the National Defense Service Medal, the Southwest Asia Service Medal, both the Global War on Terrorism Expeditionary and Service medals, the Humanitarian Service Medal, the Kuwait Liberation Medal (Saudi Arabia), and the Kuwait Liberation Medal (Kuwait).
