Three processes cooperate to deliver capabilities needed by warfighters: the requirements process (JCIDS); the acquisition process (DAS); and the program and budget development process (PPBE). Includes links to DoD and Service policies, guidance, tools, and resources:
Workforce

[Response] Chad, I've searched throughout the AKMS sites, the WHS/DTIC Issuances website, etc. and have located no copy of the exact memo that you have asked about. I'm going to check with the individuals responsible for this particular community to see if there is something that I've missed, but it appears that this memo may have been replaced by the directive found at http://www.dtic.mil/whs/directives/corres/pdf/DTM-11-006.pdf. Note that even the suggested replacement states that it is only valid until 15 AUG 12, and the DoD Issuance summary provided for the week of 13 AUG 12 neither list an extension to this memo,or the cancellation of it.

[Response] Answer by Dr. Chuck Court, Director of Requirements Management Training, Defense Acquisition University. The joint quick reaction action is a Joint Urgent Operational Need (JUON). JUONs come under CJCSI 3470. The RQM 110 lesson on Rapid Response situations, Lesson #15 spells out the current, documented process (link to RQM 110 http://icatalog.dau.mil/onlinecatalog/courses.aspx?crs_id=485). I have attached a copy of CJCSI 3470, last updated in 2007 and is still current. A revised 3470 is stuck in coordination.
