The Office of Business Transformation’s Business Transformation Directorate (BTD) is responsible for developing and implementing a Business Transformation Plan and a Business Systems Architecture and Transition Plan. Together, these plans will guide and constrain implementation of interoperable defense business system solutions as required by the NDAA for fiscal year 2009 and guide the Army’s information technology (IT) investment management to align with strategic business capabilities as required by law.

Through the Army’s business transformation initiatives, the Army must align the generating force and business operations to support the agility and versatility of our operating force. The first step towards addressing this profound change and the mandate to improve business operations is the development of the Army’s Business Transformation Plan and establishment of the Office of Business Transformation.

The Office of Business Transformation’s (OBT) Directorate of Business Operations (DBO) serves as the entity through which the Under Secretary of the Army/ Chief Management Officer (USA/CMO) manages, coordinates, oversees and synchronizes the generating force’s business operations, processes and decision-making procedures. The DBO is primarily responsible for the implementation and management of business transformation including developing policies and regulations pertaining to business transformation to ensure that business operations are fully synchronized across the four core enterprises. The DBO is also responsible for assisting with the integration and management of IT within the generating force.

To help ensure the Army’s generating force functions seamlessly and smoothly, the DBO may develop and disseminate strategic guidance to aid generating force offices and entities in setting priorities, establishing calendars and timetables, and determining requirements.

The Office of Business Transformation’s (OBT) Directorate of Business Assessment (DBA) serves as the entity through which the Under Secretary of the Army/Chief Management Officer (USA/CMO) evaluates business transformation progress and business operations performance. In supporting the USA/CMO, the DBA serves as the enterprise assessment integrator for issues presented to the USA/CMO and Army Enterprise Board (AEB), ensuring a focused analytic capability to provide the right information at the right time so the best resource-informed decisions can be made.

The DBA is responsible for monitoring, evaluating and assessing business transformation progress and business operations performance. The DBA is also responsible for coordinating analytic efforts and capabilities and ensuring the application and integration of nested and meaningful analytics.

The Army’s portfolio review process and enterprise governance model encourage innovation as they provide opportunities for individuals and organizations to share insights and cross functional information that expands the aperture of possibilities and solution sets.
