Metrics and Evaluation (M&E)

Mission

Plan, conduct, and report the results of events, tests, simulations, experiments, and evaluations of biometric-enabled technologies to decision makers so they can ensure our Warfighters have the right biometric capabilities for success across the entire range of military operations.

Vision

Be the premier Department of Defense (DoD) biometric center of excellence performing comprehensive and independent events, tests, simulations, experiments, and evaluations to ensure Warfighter requirements are met.

Background

The Biometrics Identity Management Agency (BIMA) Metrics and Evaluation (M&E) branch exists to identify and track enterprise metrics and evaluate the Nation's investments in biometric enabled technologies necessary to support the United States Armed Forces in accordance with DoD Directive 8521.01E, 21 February 2008, subject: Department of Defense Biometrics. BIMA uses the M&E branch to conduct biometrics evaluation activities to include:

  • Various events, tests, simulations, experiments, and evaluations of existing biometric-enabled technologies used by the Warfighter today and in the near future.
  • Conducting biometrics standards conformance testing for all products, programs, and services with appropriate test agencies. Relevant conformance tests include, but are not limited to, Electronic Biometric Transmission Specification (EBTS) and evaluations and assessments of biometric-enabled technologies that interoperate with the authoritative biometric database and other repositories of biometric data as appropriate.
  • Ensuring biometrics systems support joint interoperability with the DoD Automated Biometric Identification System (ABIS) consistent with DoD Directive 4630.05 Interoperability and Supportability of Information Technology (IT) and National Security Systems (NSS).
  • Coordination efforts with the Test Resource Management Center (TRMC) and Operational Test Agencies to establish a Developmental and Operational Test Bed in West Virginia.
