DoD Collaboration

Several other U.S. government (USG) agencies are actively participating in INCITS M1 and SC 37. The USG is leading the development of a number of critical biometrics standards by providing editorship of and technical contributions to these development efforts. These activities are critical in steering the development of these standards to support the missions of USG entities. USG entities participate in these standards bodies as voting members and play key leadership roles.

DoD Biometric Standards Working Group (BSWG)

As directed in DoDD 8521.01E the Executive Manager of Biometrics, which is the BIMA Director, established the DoD BSWG to coordinate the efforts of stakeholder organizations within the DoD and USG. The DoD BSWG is playing a key role to leverage joint expertise, build consensus, and coordinate activities and participation in standards bodies. The current charter of the BSWG was approved and published in 2011, and can be downloaded here.

All USG biometrics stakeholders, agencies and Services have membership privileges to participate in BSWG functions. 

The BSWG shall maintain close liaisons with other U.S. government organizations and academia.  These liaisons include:

  1. Department of Homeland Security (DHS)
  2. Department of State (DoS)
  3. Federal Bureau of Investigation (FBI)
  4. National Institute of Standards and Technology (NIST)
  5. Center for Identification Technology Research (CITeR)
  6. National Science and Technology Council (NSTC)
  7. Department of Justice (DoJ)
  8. Office of the Director of National Intelligence (Non-DoD ODNI)

Organizations may request membership or liaison status in the DoD Biometrics Standards Working Group via a written or email request to the BSWG Chair.  Likewise, organizations may discontinue BSWG membership by notifying the BSWG Chair. 

Biometric Focus Group (BFG)

The SIAC TWG Chair, NSA, IA Infrastructure Development and Operations Group’s Technical Director provided the BIMA Standards Branch with the authority of chairing the DoD IT Standards Registry/Intelligence Community Standards Registry - Security, Information Assurance, Cryptography, Technical Working Group (SIAC TWG) Biometric Focus Group. The Executive Manager (EM) for Biometrics formally accepted the nomination to chair the SIAC TWG subgroup; giving both the DoD and IC stakeholders a greater influence on the biometrics-related standards utilized in the Global Information Grid (GIG).

In keeping with the BIMA mission to “coordinate, synchronize and integrate” biometrics efforts across the DoD and IC, the BIMA reaffirms the duties of the DISR/ICSR SIAC TWG BFG to work across the DoD and the Intelligence Community stakeholders and subject matter experts to successfully research and provide biometrics and biometrics enabled intelligence standards recommendations to the SIAC TWG. This charter establishes functions, membership and procedures for the DISR/ICSR SIAC TWG BFG.  The BFG membership includes DoD and IC biometrics stakeholders.
