DESCRIPTION

The Defense Information Systems Agency (DISA) established the Program Executive Office for Command and Control Capabilities (PEO C2C) in 2005 to provide executive lifecycle management of the command and control (C2) portfolio consisting of the programs, projects, and initiatives that support the joint warfighter plan and execute joint military and coalition operations.

The C2 portfolio currently contains:

Global Combat Support System - Joint (GCSS-J)
DoD’s joint logistics C2 system of record, providing COCOMs and Joint Task Force Commanders with critical logistics information and in-transit visibility to support warfighting operations. Migrating to a loosely coupled service oriented architecture to facilitate interoperability, improved performance, and ease of upgrades.

Multinational Information Sharing (MNIS)
A portfolio of efforts to improve interoperability and information sharing with coalition partners. Provides standard community of interest services and applications to facilitate collaboration among DoD components and foreign nations.

Global Command and Control System – Joint (GCCS-J)
DoD’s premier joint command and control system of record, providing the joint warfighter with an integrated picture of the battlespace supporting all stages of military operations.

Joint Planning and Execution Services (JPES)
[formerly Adaptive Planning & Execution (APEX)]
DoD's system that supports the policies, processes, procedures, reporting structures needed to plan, execute, mobilize, deploy, employ, sustain, redeploy, and demobilize activities associated with joint operations in order to change the overarching process and transform the way we plan and execute joint operations.

This will allow the PEO C2C to direct the migration of the C2 programs, projects, and initiatives to deliver a truly integrated, joint, net-centric C2 capability for the warfighter.

SCOPE

The PEO C2C oversees the evolution of the existing Department of Defense (DoD) C2 systems involving the convergence of the GCCS family of systems, GCSS-J, JC2, and MNIS programs to deliver joint, net-centric C2 capabilities. The PEO is responsible for ensuring that these programs are in compliance with the management and oversight requirements detailed in the DoD directives, instructions, and other statutory and regulatory guidance.
