National Science and Technology Council (NSTC) Subcommittee on Biometrics and Identity Management - Standards and Conformity Assessment Working Group

As part of its continuing interagency coordination activities, the Biometrics Identity Management Agency (BIMA) is actively engaged in the National Science and Technology Council (NSTC) Subcommittee on Biometrics and Identity Management, which serves as part of the internal deliberative process of the NSTC. In this effort, the BIMA plays a prominent role in coordinating biometrics standards-related activities that are of interagency importance, including such activities as participation in standards development organizations and interagency coordination regarding use of biometrics standards.

The U.S. government (USG) Recommended Biometrics Standards Registry supplements the NSTC Policy for Enabling the Development, Adoption and Use of Biometrics Standards. This Registry is based upon interagency consensus on biometrics standards required to enable the interoperability of various federal biometrics applications, and to guide federal agencies as they develop and implement related biometrics programs. The Subcommittee will continuously review the content of this document, and release updated versions as required to assist agencies in the implementation and reinforcement process of biometrics standards to meet agency-specific mission needs.

The NSTC also established a policy for enabling the development, adoption and use of standards. The goal of this policy is to establish a framework to reach interagency consensus on biometrics standards adoption for the federal government. Federal agency adoption of these recommended standards, and associated conformity assessment programs, will enable necessary next generation federal biometrics systems, facilitate biometrics system interoperability, and enhance the effectiveness of biometrics products and processes.

Department of Homeland Security (DHS) Biometrics Coordination Group (BCG)

The DHS BCG serves as a focal point to facilitate DHS intra-departmental planning and coordination on biometrics research, development, testing and evaluation and deployment to DHS operational end-users. The BCG has been delegated authority by the DHS Chief Information Officer and the Under Secretary of Defense for Science and Technology to coordinate biometrics technology policy, standards, and RDT&E requirements and to establish a common view of DHS equities on biometrics technology issues before national and international groups.

DoD was invited to participate in the BCG because of the similar missions and needs of biometrics technologies in both organizations as well as to leverage the strengths of both organizations. This effort includes collaboration across a number of domains, including standards development, standards and technology adoption, and conformance and performance testing.
