Effective immediately, the authority to hire employees under the Federal Career Intern Program (FCIP) has been suspended.  President Obama has issued an Executive Order, subject: "Recruiting and Hiring Students and Recent Graduates" dated 27 December 2010.  This new Executive Order supersedes and revokes Executive Order 13162 effective 1 March 2011.  Commands must cease recruiting using the FCIP authority.  All current intern job announcements have been CANCELLED.  No new job offers or commitments using the FCIP authority will be made.  The new Executive Order establishes a new pathway program that may be used in lieu of FCIP.  However, the Office of Personnel Management (OPM) is developing implementing guidance which may not be available for use for several months.  The Department of the Army is awaiting further guidance on how to proceed with executing this new program.
