Federal Facilities Division

High Performing Organization

 

The Federal Facilities Division (FFD) was admitted into the high performance organization (HPO) program on December 8, 2008. HPO is a program specified in Section 337 of the National Defense Authorization Act of 2004 that through the conduct of Business Process Reengineering initiatives and the implementation, monitoring and reporting of changes and improvements in efficiency, effectiveness, and cost savings/avoidance allows FFD to be designated as an HPO within the Federal government.

FFD is responsible for the operation, maintenance and repair of the Pentagon Reservation which includes the Pentagon, the Pentagon Heating and Refrigeration Plant, Federal Office Building #2 (FOB #2/Navy Annex), the Modular Office Complex and all Reservation grounds and parking areas. FFD has similar responsibilities for the Hybla Valley Office Building and the U.S. Court of Appeals for the Armed Forces through a delegation of authority from the General Services Administration. These buildings contain more than 8 million gross square feet of space.

FFD is composed of two building management field offices, a heating and refrigeration plant, an alterations work group, a property management office, a renovation liaison office, an administrative office, and a division office. The Pentagon Building Management Office is responsible for the Pentagon building, the Modular Office Complex and related grounds and parking areas. The Pentagon Building Management Office oversees the Building Operations Command Center (BOCC). The other field office, the Federal Buildings Group, is responsible for FOB #2, the Hybla Valley Office Building, and the U.S. Court of Appeals for the Armed Forces and their related grounds and parking areas. The Pentagon Heating & Refrigeration Plant furnishes steam for heating and chilled water for air conditioning to the Pentagon and Federal Office Building #2. The Alterations Work Group's primary function is to support all occupant agencies' space alterations needs. The Property Management Branch coordinates office moves, delivery, inventory, installations, and surplus activities associated with OSD/WHS organizations. The Pentagon Renovation Liaison Branch serves as the link between Pentagon renovation activities and the services provided by the Defense Facilities Directorate to tenants on the Pentagon Reservation. The FFD Administrative Office provides administrative support and service to the division, as well as to outside agencies.

Maintenance Services

Under the Operation & Maintenance Program, the Pentagon Building Management Office, the Federal Buildings Group, and the Pentagon Heating & Refrigeration Plant perform preventive maintenance, tours, watches, service calls, and minor repairs to building operating equipment and systems. Doing so helps extend the useful life of equipment, minimizes down time, provides a safe, comfortable working environment for building occupants, and assures that building operating equipment and systems are performing at peak efficiency.

Repair Services

Under the Repair and Improvements Program, FFD performs maintenance repairs to repair, modernize, or otherwise improve buildings under their management. Under this program, examples of services include repairing or replacing a roof; replacing and updating fire detection, alarm, and suppression systems; repaving and painting parking lots; replacing outdated HVAC systems, or installing handicap ramps or wheelchair lifts.

Custodial Services

Under the Custodial Management Program, FFD provides a full range of janitorial services, including vacuuming, sweeping, dusting, scrubbing, floor maintenance, and toilet cleaning as well as policing aimed at providing a well-maintained, clean, safe, and healthful work environment for building occupants.

Landscape Maintenance Services

Under the Landscape Maintenance Program, FFD provides an all encompassing, environmentally sound horticulture program. This program includes the management and beautification of formal grounds and direct oversight of the associated wetland and Chesapeake Bay Resource Area. Grounds are maintained to accommodate multi-functional activities, such as official ceremonies; parades; and health, physical fitness, and general recreational activities. The philosophy and strategies of integrated pest management (IPM) are employed to ensure the protection of human health and safety, the protection of wildlife, the prevention of phytotoxic responses on desirable plant life, and prevention of pollution of water resources. FFD also provides technical assistance and quality assurance for all activities affecting the grounds.

Trash Removal Services

Under the Trash Removal Program, FFD provides trash and debris removal and disposal services at those buildings under its management. Contract services include the provision of front-end load containers, open-top rolloff containers, and self-contained stationary compactors to meet the specific needs of the buildings. Pick ups are made on a scheduled or on-call basis, as necessary to meet the workload.

Recycling Services

Under the Recycling Program, FFD provides recycling containers and pick-up services to support a recycling program consistent with all applicable federal, state, and local laws and regulations. FFD continues to search for source reduction and recycling opportunities that are consistent with sound economic policy and look for available collecting, storing and processing space. FFD promotes the use of environmentally-preferable products in their various contracts. FFD currently recycles: high-grade white ledger paper; corrugated cardboard; newspaper; aluminum, glass, and plastic beverage containers; telephone books; softback books; batteries; metals; and other miscellaneous materials. FFD periodically publishes Building Circulars and otherwise disseminates instructional information to update building occupants on the latest addition, deletions, or changes to the program.

Alterations Services

Under FFD's Alteration Program for the Pentagon, FOB#2, the Hybla Valley Office Building, and the U. S. Court of Appeals for the Armed Forces, the Alterations Work Group (AWG) serves as the primary organization providing a full range of reimbursable tenant alterations through both group force and contract support. Some limited reimbursable tenant alterations are also available through the Pentagon Building Management Office. Special Event Support

Under FFD's Special Events Program, building occupants may request special event support for authorized events and activities by contacting the appropriate Building Managers Office.
