Tier II Reporting
The deadline for 2012 TIER II reporting is March 1, 2013.
NEW Procedure for 2012 Tier II Reporting
Step 1. Tier II Report must be submitted electronically to E-Plan. DO NOT SEND CDs TO THE SERC or DHSEM. You still may need to report your Tier II inventory to the corresponding LEPC and local fire departments.
Step 2. Facilities must submit their Tier II Report by logging into E-Plan’s Online Tier II Reporting System web site.

>> Once you are on the web site, select the Online Tier2 eSubmit login page.
>> If you are a first time user, you will have to click on Register Now. After you register, you will be assigned 7-digit AccessID number. Save this number for future access to the E-Plan database.
>> You must Sign In the system in order to create and submit your data. After you sign in, you will be taken to the "E-Plan Online Filing Submission Management" page where you will need to either Enter New Data or Import Data for your facilities if it was created by Tier 2 Submit program (extensions .zip or .t2s) or by CAMEO program (extension .zip)

>> Enter New Facility Data: Under the ENTER NEW DATA/RETRIEVE OLD DATA section, chose 2012 for the filing year and press Continue. Enter in your Facility Information. Press the Save & Continue button and then enter in your Facility Identification (NAICS required). Return to the 2012 Online Filing Home page by clicking the Filing Management link in the upper left hand corner. From there, you will see the icon to Add New Chemical. Follow the prompts. When complete, return to the 2012 Online Filing Home page again, and click on the icon to Add New Contact information.
>> Import Last Year’s .zip or .t2s file: Under the IMPORT TIER2 section, click the Import ‘zip/t2s’ button. Locate your 2011 file, and press the Upload button. Once the file is successfully imported press Continue. You will be automatically taken back to the E-Plan Online Filing Submission Management page. The next step will be copying your 2011 data to 2012. Under the COPY DATA section, copy the data from 2011 to 2012 in the drop down menu. Once this step is complete, you should see the years 2011 and 2012 listed under currently filed years in the left section. Select to retrieve Tier II data for 2012 in the drop down menu and press Continue. You will be taken to the 2012 Online Filing Home page where you can edit your information if needed.
>> Submitting Your Report Online: From the 2012 Online Filing Home page, press the Validate Record button at the bottom of the page. If any errors are found, they will be listed here, or it will indicate that the facility report passed all checks. Once the Submission Report indicates all required fields are correct, the Upload Data to E-Plan option will appear. Press the Upload Data to E-Plan button, select your facility, and press the Update button. The status should change from Not Filed to Filed when the report has been properly submitted. A confirmation email will be sent to the account listed during the registration process, with a copy of your report attached in .pdf format. Print and save these documents as proof of submission.
Step 3. Facilities must provide a payment with the submittal determined by the following table. The payment must be in the form of check or money order. No credit card payments are acceptable.
A facility's Tier II Report submittal will be deemed complete when the State receives both the electronic submittals and the appropriate payment.

Calculation Instructions: If you have more than one facility in New Mexico, calculate the fees due for each facility and add those to find the total payment due with your Tier II submittal. If the total amount exceeds $250, then your payment will be exactly $250. Do not overpay! Overpay will cause a delay of your submittal.
