Pipeline safety is very important, but, unfortunately, many people absolutely neglect it. And I know how much trouble may be caused by damaging a pipeline. Does it make sense to introduce punishment for neglecting (for instance, calling 811). Maybe I'm pessimistic but I think that's the only way for many people.

I was once in a helpless situation when my new yet uninsured car was damaged as a result of a pipeline accident, although it was parked at a decent distance. We had really hard times finding out who's to blame, either the diggers, who allegedly damaged the pipe, or the body in charge of keeping the falling into pieces pipeline in good condition. The bottom line is pipeline safety is also a matter of our own safety because of highly inflammable contents. This concerns every household.
