The California Census Research Data Centers (CCRDCs) at UCLA and UC Berkeley are two of nine Research Data Centers (RDCs) established by the Center for Economic Studies (CES) of the U.S. Bureau of the Census in order to provide secure physical locations for researchers to study non-public microdata collected by the Census Bureau. These microdata files contain data that cannot be released publicly because they contain detailed information on geographic location and/or other characteristics about the firms or households that could disclose their identities.

All proposals for research to be conducted at the CCRDC must undergo a rigorous and lengthy review process. Proposals are reviewed for feasibility, scientific merit, benefit to the Census Bureau, and disclosure risks. Before beginning any research at the CCRDC, a researcher must have an approved project and have received Special Sworn Status (SSS) from the Census Bureau to begin work in the restricted-access laboratory. All work must be done on-site in the secure CCRDC lab facility. All research output to be removed from the CCRDC is subject to stringent disclosure analysis to prevent release of any confidential information.

Research proposals may be submitted throughout the year at the Center for Economic Studies website at www.ces.census.gov.  Researchers contemplating submitting proposals in any of the review cycles should expect a minimum of four to six months to elapse between proposal submission and the start of research, and possibly longer if Federal Tax Information is requested. Researchers should contact the appropriate CCRDC administrator (UCLA or UCB) to discuss the proposal submission process. Preliminary proposals should be submitted to the CCRDC administrator for consideration at least one month prior to the deadline for receipt of full proposals.
