  Amtrak

  A number of commenters' have included the need to better use existing transportation systems and the ability to get information quickly through technology. Our existing network, which has over 500 stations across the U.S., has 220 stations located near VA facilities. We believe there are opportunities for veterans to use Amtrak’s system to travel to appointments at these VA facilities and get the best care possible. ...more »

  A number of commenters' have included the need to better use existing transportation systems and the ability to get information quickly through technology. Our existing network, which has over 500 stations across the U.S., has 220 stations located near VA facilities. We believe there are opportunities for veterans to use Amtrak’s system to travel to appointments at these VA facilities and get the best care possible.

  We offer three different travel options that veterans may wish to use while traveling. First, we offer our 10% discount on rail tickets to all active military personnel with their United States Military Identification Card. For veterans, we offer a 15% discount on tickets for members of the Veterans Advantage program. To learn more about the Veterans Advantage card, please visit http://www.veteransadvantage.com. Finally we offer a 15% discount for people with disabilities if written documentation is provided.

  When booking your trip, requests can be made for wheelchair space, accessible/transfer seats (for when you travel in a seat and stow your wheelchair), and accessible bedroom accommodations. Also when booking, you can call Amtrak at 1-800-USA-RAIL to request a uniformed Amtrak staff member assist you with your luggage, getting around the station, and getting on and off the train. Once on the train, our onboard conductors stand ready to assist with needs while on the train.

  We also have an iPhone app that allows veterans, and anyone with the app, to get simple and intuitive access to the travel information they need, book a trip, and stay up-to-date as trains arrive.

  As further information, Amtrak employs 1,550 military veterans, comprising 7.9% of our workforce and since January 2011, Amtrak has hired 295 veterans accounting for 10.5% of total hires during that period.

  Extreme climate, emergencies & disasters

  What can we do to be assured that there are effective plans for evacuation transportation for veterans with disabilities, veterans without access to a car and their families during emergencies and disasters? Also, in many parts of the country extreme climate is becoming the norm.   What can we do to be assured that there are effective plans for evacuation transportation for veterans with disabilities, veterans without access to a car and their families during emergencies and disasters?

  Also, in many parts of the country extreme climate is becoming the norm. What precautions and special arrangements need to be made to ensure that veterans with disabilities, older veterans, and others who are vulnerable to temperature extremes can safely use transportation during very hot or very cold weather conditions. Transportation providers in areas with extreme temperatures are one resource likely to have useful information from their own experience on passenger transportation and on maintenance of vehicles.

  Good Morning everyone,

  I would like to introduce myself, I am Harold McCain Employment Specialist here at the Lindholm Prosperity Center located at 456 Hwy 99 N. Eugene, OR 97402. I am a disabled Veteran and I also work with the “Veterans In Progress” program which is funded by The Department of Labor grant. The transportation issues facing the homeless Veterans in our region here in the Southern Willamette Valley; are job search related; we try to reduce the impact of transportation issues by providing the Veteran with monthly allowances of either a bus pass or gas voucher. The stresses of the economic downturn have created an increase need to access to public transportation. Networking and discussions around current transportation issues can further help create a strong network to discuss other issues facing the homeless Veteran like medical care and create other forums of debate like developing jobs in areas affected by the downturn in the current economy. We owe it to our Veterans and we need to create policy to address the social and economic challenges facing Veteran populations across the U.S.A.

  One can hardly convey the importance of monitoring the spirit of the "American With Disabilities Act"which one mistakingly concludes" is a given".Not true.One still has to be in the right place at the right time and stand up to be counted for "ideas"to be carried out and bare fruit.The A.D.A.offers that opportunity to civilians and veterans alike as long as one stays current with the ongoing development of the act.Know ...more »

  VA Participation

  In our community the local VA is sometimes able to provide bus tickets for our local transit system, but this service has been inconsistent. If the VA would provide monthly bus vouchers which could be distributed by the VA irtself or local homeless service providers, it would be a tremendous improvement to the current situation.

  One of the challenges to coordinating operations between human service transportation providers and MSO/VSO transportation providers is the lack of easy mechanisms for being able to send trip request or vehicle availability information between providers. Aside from phone calls and faxes, there is no straightforward and secure means to communicate between systems unless perhaps the providers are using the same scheduling & dispatch software.

  Building a lingua franca for exchanging data veterans’ transportation needs would go a long way towards lowering the barrier to coordination. Aside from the technical details of file formats and specifying how the machine-to-machine communication would work, I think on the human side the nitty-gritty of this would involve attending to the details finding common terminology for what we do and achieving a deep understanding of one another’s operations.

  This has largely been accomplished in the fixed-route world with such services as Google Transit and Bing Transit, which both use the General Transit Feed Specification to describe bus routes. I would love to see an equivalent set of tools developed in the demand-response transportation world, something that providers and software vendors can coalesce around.

  Coordinating operations can be challenging in general because it involves so many moving parts. Getting this basic communication piece in place would better position us to tackle those other barriers.

  In the San Francisco Bay Area veterans travel long distances to access services from VA health care facilities that frequently require traveling through multiple counties and transit agencies. A group of transit agencies from Marin to Monterey County in collaboration with a non-profit transportation provider is working to coordinate information and resources to assist veterans faced with this challenge.   In the San Francisco Bay Area veterans travel long distances to access services from VA health care facilities that frequently require traveling through multiple counties and transit agencies. A group of transit agencies from Marin to Monterey County in collaboration with a non-profit transportation provider is working to coordinate information and resources to assist veterans faced with this challenge. The service model includes expanding the information available through an existing one-call/one-click center to include available transportation resources across the entire region as well as providing mobility management support through the collaboration of multiple transportation providers. We have developed multiple online tools to aid this collaboration and enhance the existing one-call/one-click center, including a regional searchable database of applicable services to assist veterans who are trying to travel locally and regionally in order to access services and benefits to support them and their families.

  Veterans paratransit eligibility

  How about a separate system for vetrans and their families/caregivers. If a vetran has been disabled cognitively, physically, or both, then transportation could be provided at 75% of the going rate of regular public transit. These vets and their families could then fully participate in the community, go to appts., events, and be with other like minded vets, who understand what they have and do go through

  Systems Change

  The silo effect is entrenched in veterans' services and perpetuated by the "we take care of our own" paradigm. Other community silos believe the VA will step in and take care of the Vets that they see and can't/won't serve. Vets services are well insulated at the community level and as a result, there is little to no collaboration. Part of that problem is access to the person/department that can actually do something. ...more »

The transit industry silo sees Vets as needing medical transportation, and/or that Vets are homeless and want the ride in air conditioning. There is diversity among the Vet populations and VA must admit that. New Vets want integration - don't want to be treated separately from general pop. Transportation coordination, mobility management,

  integration and changing basis of transit from provider-based to consumer-based is systems change. Lessons are available from the disability advocacy and Independent Living community in how to approach Vets & their families issues with transportation and systems change. ATCI ESPN has designed a working solution - add Vets/dependents to the mix of the ATCIs, if not there already. Grow these models as part of the solution.

  Family Members

  At the NM VA, we are unable to transport Veterans' Family members due to liability issues. This is frequently a barrier to supporting Veterans when we are able to transport the Veteran to an important medical appt. and yet the family member has to take public transportation. In essence, this implies that we are not supporting Veterans' family.

This is a voluntary standard that specifies design and performance requirements for wheelchairs that are suitable for use as a seat in motor vehicles. These mobility devices can be more easily secured on public transit vehicles and are safer in the (unlikely) event of a crash. New ADA regulations ...more »

  New ADA regulations require transit agencies to accommodate all mobility devices that can be boarded. However, some mobility devices won’t fit onto a bus. It is important for Veterans to have all of the information that they need to make good choices about the mobility device that works best for them in all situations, including while using public transit.

  As lead agency for regional coordination under the banner EasTexConnects, the East Texas Council of Governments worked with partners on an Interconnectivity Day on May 10th to illustrate the benefits of public transportation. The premise was that providers would provide free transportation to those using more than one mode. To give the day focus, veterans were targeted to make a multimodal trip to the Dallas VA Hospital. ...more »

The premise was that providers would provide free transportation to those using more than one mode. To give the day focus, veterans were targeted to make a multimodal trip to the Dallas VA Hospital. A “Basic Training” brochure was produced giving contact information for public transportation providers. With cooperation of the VA and DAV Auxiliary in Tyler, a group of about 20 veterans was taken from Tyler to the VA hospital in Dallas. Our GoBus rural transportation, Amtrak, and DART all participated in the successful “Basic Training” event that showed the group how public transportation can provide independence. After lunch and tour of the VA hospital the group returned to East Texas. Although the group was escorted, participants learned how easy public transportation could be used independently.

  Para Transit

  Para transit is a limited option in Putnam County NY. Only about one-third of the county is covered by fixed route public transit making that the area also covered by Para. The county provides the minimum coverage required by law, 3/4 mile from the fixed route. I would like to see Para requirements expanded beyond the 3/4 limit along with regional connections to surrounding counties.

  Frequent Travel Points Program

  Similar to frequent flyer miles, NEMT providers should offer frequent traveler points that will add up whenever transportation services is used. After so many points you can get free or discounted rides based on your point system. This would actually encourage people to continue using your service and in return you would help them have a better quality of life by getting out.   Government entities need to work together

  In the Chicago area, there are VA medical service locations, which offer vanpool service to and from. There also is a good local public transit - paratransit service - if in some format there was coordination between the government entities, there would be a greater choice, less wait time, and savings for such entities. But the government powers that be are not willing to share or reduce there oversight of transit services. ...more »

The American Public Transportation Association and its members knows that public transportation can make a difference in so many ways, and we will be pleased to work with U.S. DOT, with the U.S. Department of Labor and with veterans organizations across the country to enhance this endeavor. APTA is committed to helping coordinate the services and programs that get veterans to work and school, and also help connect them with new opportunities in the workforce and in their communities.   Scanning the ideas already submitted ... it seems that transportation is paramount ... more so accessible transportation for Veterans, Family members of Veterans as well as Military personnel and their families.

  I am sure there are a lot of innovative transportation ideas, whereby transit agencies took the challenges and sought out opportunities ... below are some thoughts that may help jumpstart the opportunity process.

  1. Public Transit Agencies should consider if space is available, having an onsite Veteran and / or Military Liaison office. What better place than to have your local VA contacts at the transportation facility -- an easier way for Vets and family members to access help.

  2. The Veteran Administration should not re-invent transportation. The VA should purchase transportation services from the public transit professionals who are guided by strict federal guidelines on how to operate transportation. Then the public transit agency, if needed, can sub contract routes out to private / non - profit transportation providers as the case may warrant.

  3. Since the VA is intending to have Mobility Managers that will assist Veterans in finding the appropriate accessible transportation option, FTA should factor a 100% funding cost share for Veterans. It could be factored as local match for the transit agency or a cost reimbursement based on the number of rides request provided by the VA Mobility Manager and if it was fixed route, paratransit, or Rural - Demand Response.

  4. The Veteran Administration should identify how public transit agencies can become approved venders so that they can contact the VA Regional Hospitals and Clinics on what services they offer.

  5. The Volunteer VA bus rides should be housed within the public transit agencies ... and FTA give some type of credit for the transit agencies willing to help operate services. Moreover, the small vans / buses of public transit agencies, once they reach useful life, should be allowed to be given to the VA volunteer driver program and FTA giving a credit to the transit agencies that participate in such a program.

  6. Transit Agencies should consult their local legislators to get approval to levy a user fee on new or re-issued vehicle tags -- with the revenue being used specifically to fund Veterans using public transportation within their state or region.

  7. The public transit agencies should consider having a Veteran from a recognized veteran organization serve as a Board member or as a non-voting Board member in order to get the views of Veterans.

  8. Veteran Buddies (being used already by some transit agencies) can be volunteers willing to be "travel trainers to Vets not accustom to using public transit. The Veteran Buddies can be trained by the transit agencies on how to perform such duties ... compensation can be a transit uniform; special recognition, etc.

  9. Transit agencies need to become proficient in using social media and establishing the right protocols necessary so that a more concerted effort can be made to Veterans and their families using the social media network.

  10. Transit Agencies can consider creating a Veteran Liaison within the agency that can begin the outreach effort to Veterans.

  11. Public Transit Agencies can begin to use their buses, facilities, etc., to support special Veteran activities within their respective communities.

  12. Public Transit Agencies should reevaluate their respective routes and operating hours to ensure Veterans can attend respective Veteran organizational meetings as well as medical facilities.

  13. Public Transit Agencies should consider a program such as one that "adopts" a Veteran bus pass and or transportation ride. Give the local community the opportunity to purchase bus passes that can then be donated to local Veteran Organizations that they can distribute to Veterans who have a need to use public transit fixed routes, ADA paratransit services and Rural Demand response services.

  Need to partner, not create new veteran medical only systems

  My experience has been that it is very difficult to find who to talk to within veterans organizations. I have talked to different veterans organizations, VSOs, Dept. of VA and VA hospitals and they all have differing views on transportation and what can and needs to be done. There is a movement to create mobility managers and new accessible transportation programs within veteran systems. Two problems with this are that ...more »

I have talked to different veterans organizations, VSOs, Dept. of VA and VA hospitals and they all have differing views on transportation and what can and needs to be done. There is a movement to create mobility managers and new accessible transportation programs within veteran systems. Two problems with this are that the new transportation is for medical purposes only and vets need so much more than that and there are already well-coordinated systems that veterans can take advantage of if the organizations come to the table. I fear we are just creating more silos instead of working together with what is already being coordinated in an area.

  An exploision of Information Sharing

  It's good to know there is a wealth of information on the internet about services provided to Veterans. But I have found the challenge in knowing where to look and how to search without being overwhelmed in accessing the information. As a transportation provider, it would be extremely beneficial for there to be a One-source information center for transportation providers to locate transportation services, benefits, programs, ...more »

But I have found the challenge in knowing where to look and how to search without being overwhelmed in accessing the information. As a transportation provider, it would be extremely beneficial for there to be a One-source information center for transportation providers to locate transportation services, benefits, programs, training, etc. This information should be uniformed and required for all Transportation providers to keep on hand in their vehicles for either passing out or informational purposes. This will definitely aid in increased quality service in having knowledgeable providers educating their customers/passengers on available services. There should also be more community outreach to assist in getting the word out about these services so people can be better informed and equipped in leveraging these services. When you know better, you do better.
