Hiring Reform at DLA

On May 11, 2010 the President signed an Executive Memorandum that summoned executive departments and agencies to overhaul the way they recruit and hire the civilian workforce.

This memorandum sets the requirement to enable Americans to be able to apply for Federal jobs through a commonsense hiring process. It also requires agency managers and supervisors to be held accountable and assume a leadership role in recruiting and selecting high-quality candidates quickly and efficiently; and tasks human resource offices to provide critical support for these efforts.

Elimination of Written Essays (KSAs)
Eliminates the requirement for applicants to respond to essay-style questions when first applying for Federal employment.

Resume & Cover Letter
Allow applicants to apply for Federal employment by submitting resumes and cover letters or completing simple, plain language applications.

Category Rating
Provide for selection among a larger number of qualified applicants by using Category Rating procedures.

Manager Accountability and Involvement
Increase Manager involvement and accountability.

Quality and Speed of Hiring
Establish timelines and targets to improve the quality and speed of hiring.
