Textiles and apparel continue to be politically and economically sensitive commodities. Complex regulations and the increasing number of trade agreements and trade preference programs, each with unique requirements, create opportunities for fraud. The risk to the industry was seen as significant enough to warrant CBP’s designation of textiles and wearing apparel as a Priority Trade Issue and to warrant the focus of attention on resources. These statistics reflect the results of CBP’s assertive approach to textile enforcement. The enforcement efforts combat the threats of illegal transshipment, duty evasion, and improper or misleading country of origin marking.
