Guidance
All Federal agencies should follow the guidelines issued
in the Office of Federal Procurement Policy (OFPP) "Best
Practices for Collecting and Using Current and Past Performance
Information".
The National Institutes of Health (NIH) Contractor Performance System (CPS) used by most civilian agencies has ceased to be operational effective 30 September 2010. Agencies have been directed to utilize the Contractor Performance Assessment Reporting System (CPARS). The Department of Defense has also issued
its own Past Performance Policy Guide titled:
"A Guide
to Collection and Use of Past Performance Information (Version
3)" dated May 2003.
