Transmitting U.S. Citizenship To a Child Born Outside of the U.S.

All citizenship applicants are seen by appointment only.  Book an appointment when you have assembled all the following, required documents.

Consular Report of Birth Abroad (FS-240) (CRBA):  U.S. citizen parents may transmit their citizenship to a child born outside of the U.S. Please apply by appointment in person, Monday to Friday, except on Indonesian/U.S. holidays. Please expect 2 hours of initial in-person processing by the parent(s). Complete applications will be processed and the CRBA will be ready for pick-up after 2 weeks. Incomplete applications will not be processed until you provide all required documents.  Civil records must bear the original seal, stamp or signature of the official government custodian of that record. Certified true copies, hospital or religious records, notarized or illegible copies are unacceptable.

Consular Report of Birth Abroad (FS-240) is only available if the child was born overseas, is under 18, and outside of the U.S. 

Certificate of Citizenship (N600 and N600K), filed with USCIS in the U.S.:

  • A child born outside of the U.S. with a claim to U.S. citizenship but who is now inside the U.S. can only apply by filing a N-600 at USCIS inside the U.S.
  • A child with a claim to U.S. citizenship through his/her grandparents, because his/her parents do not meet the transmission requirements, can apply by filing a N-600K  at USCIS in the U.S.  

A first time applicant for U.S. citizenship who resides in Indonesia but is over 18 applies for a passport, not a CRBA.  Please see the Passport Wizard and come for an appointment in person, bringing the following documents (but not the DS-2029).   Proof of parent(s)' required physical presence in the U.S. before the child's birth must be submitted. 

The following list is not all inclusive and we may request further evidence as necessary: 

  • Application for Consular Report of Birth (DS-2029 - PDF 50KB), follow these instructions.
  • Child's official birth certificate stating the child's full name, both parents' names, date/place of birth, and date of registration;
  • Parents' marriage certificate, if married;
  • Evidence of parents' U.S. citizenship and identity. Either a valid or an expired U.S. passport, U.S. birth certificate  or U.S. naturalization certificate;
  • Parents' current ID containing personal data and photo;
  • Mother’s prenatal records (optional);
  • Divorce decrees or death certificates terminating any prior marriages of the parents;
  • Application Fee.  We do not accept USD cash.  Please pay in Indonesian Rupiah cash, or credit card. see Current Information on Passport Fees.
  • Proof of parent(s)' required physical presence in the U.S. before the child's birth, for a certain period of time as required by law. 
  • Typed or printed statement, signed and dated by the applicant, listing the parents' names and places/dates of U.S. physical presence.
  • Any document not in English must be accompanied by a complete, signed and dated translation annotated:  "I certify that this is a true and complete translation from x language to English".  Notarization is not needed.
  • Photocopy of each document for each child, or USD 1 per document that we photocopy.
  • If evidence is inconsistent we may offer relationship DNA testing, see instructions.

If a U.S. Citizen Parent Cannot Transmit Citizenship to a Child Born Abroad
then that child may receive U.S. citizenship from a U.S. citizen grandparent by following specific procedures, only within the U.S.

Additional Requirements for a Child's First Passport.  Please see the Passport Wizard.  Your child is not required to apply for a passport at the same time as the Consular Report of Birth Abroad, but many applicants choose to do so to save a later trip to the Embassy.  If you wish to submit both applications on the same day, please bring:

It takes approximately 2 weeks to receive the passport.  There is no expeditious passport service for a higher fee as is offered inside the U.S.  Please apply well in advance of intended travel.
