DATA GATHERING
The following Section 114 Information Collection Request (ICR) has been approved by OMB and is being sent to aerospace manufacturing and rework facilities, that are Major or Synthetic Minor sources of hazardous air pollutants (HAP), in the U.S . The due date for the response is April 4, 2011; if you have questions or concerns regarding this data collection please contact Kim Teal at teal.kim@epa.gov. To provide sources the greatest amount of time possible for responding to the survey we are posting the ICR and instructions below; however, the following forms are intended for hard copy submittal only. If sources prefer to submit their information electronically, they may use the following file transfer protocol (FTP) site:

Electronic Components
We have received many questions regarding the definition of electronic components for the purposes of completing the information collection request (ICR) for the aerospace source category. The aerospace rule provided an exemption for electronic components but it did not provide a definition or guidance for "electronic component". Therefore, I suggest that facilities use their best judgment on what constitutes an electronic component. If you have a solid justification, that any reasonable person would accept, for the part or component being an electronic component then please do not report the activities associated with that part or component on the ICR. However, if you question whether or not it would be considered an electronic component then you should report the activities associated with that part or component.
EXTENSION REQUESTS
We have received numerous extension requests to the submission deadline for the Information Collection Request (ICR) for Aerospace Manufacturing and Rework. I have received approval from my management to provide the following relief for submission of data.
- April 4, 2011 Major sources must supply only the coating data specific to RTR (i.e., those coatings for which the Aerospace NESHAP provides specific emission limits) modeling needs (see table,Aerospace ICR April 4 2011 data requirements)
- May 4, 2011 Major and Synthetic Minor sources must supply all remaining data on the ICR

Compliance and Enforcement Information
Applicability Determination Index (ADI). The ADI is maintained by EPA's Office of Enforcement and Compliance Assurance (OECA) and provides a data base of memoranda dealing with applicability issues. The database is searchable by Subpart. |
Aerospace Sector Notebook. Sector notebooks are developed by EPA's Office of Enforcement and Compliance Assurance (OECA)and contain multimedia information (air, water, and land pollutant release data) for a specific industry. |
Air Transportation Compliance Assistance Center. The center is maintained by EPA's Office of Enforcement and Compliance Assurance (OECA) and provides multimedia information for the air transportation industry. |

The Environmental Council of the States. The website provides state delegation information for environmental programs. Coating Alternatives Guide (CAGE). CAGE is a pollution prevention tool which provides information on low-emitting alternative coating technologies to coatings users. CAGE currently addresses alternative, low-emitting coatings for metal and plastic part coating operations, but, future versions will address alternative coatings for wood, and other substrates. |
Paints and Coatings Resource Center (PCRC). EPA's Office of Enforcement and Compliance Assurance (OECA) has created several compliance assistance centers for the coating industry. Free membership to the PCRC can be obtained on-line. The PCRC provides regulatory compliance and pollution prevention information topcoating facilities, industry vendors and suppliers, federal, state and local agencies, academia, and other interested parties. The site does contain information on the aerospace industry. To find aerospace related information, go to "Technical Database", "Search by Keyword" then enter "aerospace". |
National Metal Finishing Resource Center (NMFRC). EPA's Office of Enforcement and Compliance Assurance (OECA) has created several compliance assistance centers for the coating industry. Free membership to the NMFRC can be obtained on-line. Although the NMFRC is geared primarily toward the metal finishing industry, the site does contain information on the aerospace industry. To find aerospace related information, go to "Members", "Technical Database", "Search by Keyword" then enter "aerospace". |
Other Compliance Assistance Centers.EPA's Office of Enforcement and Compliance Assurance (OECA) has created several compliance assistance centers in addition to PCRC and NMFRC which may be valuable to industry in obtaining regulatory and compliance information.
