Timothy A. Williams commenced his appointment in October 2009 as the Director of INTERPOL Washington, a component of the U.S. Department of Justice. As the Director of INTERPOL Washington, Mr. Williams acts on behalf of the Attorney General as the official representative to the International Criminal Police Organization located in Lyon, France. He also directs all operations, policies and procedures related to INTERPOL Washington, and he is currently an INTERPOL Executive Committee Delegate for the America's Region.

Mr. Williams began his assignment at INTERPOL Washington in October 2006 as the Deputy Director, where he was responsible for overseeing the day-to-day operations and administration, including managing law-enforcement agents, analysts, and various specialists who operate in Divisions dedicated to specific investigative areas including violent crimes, counterterrorism, fugitive investigations, economic crimes, drug trafficking, human trafficking, and crimes against children. These Divisions maintain direct contact with counterparts in 189 other INTERPOL member countries and with more than 18,000 U.S. law enforcement agencies across the country, in order to facilitate police-to-police communications and provide assistance with criminal investigations.

Prior to joining INTERPOL Washington, Mr. Williams served as the Chief of Technical Operations with the U.S. Marshals Service (USMS), where he managed the nationwide air surveillance operations, the electronic surveillance unit, the tactical support operations and the intelligence and analysis directorate within the Investigative Operations Division. Before this position, Mr. Williams served as the Commander of the largest fugitive task force in the U.S., which is located in the New York/New Jersey region. The NY/NJ Regional Fugitive Task Force, comprised of more than 150 individuals from more than 90 police agencies in the region, was responsible for arresting thousands of the most violent offenders in the nation.

Mr. Williams began his career with the USMS in 1986. During his career, he served in various assignments including Supervisor of Fugitive Operations for the District of New Jersey; Inspector/Instructor at the Federal Law Enforcement Training Center; Inspector with the Special Operations Group; and he was selected to establish a new overseas field office for the USMS in Jamaica. Additionally, in the wake of the 9/11 attacks, Mr. Williams was selected to supervise an FBI Interagency Task Force charged with analyzing communications, records, and locations of the terrorist networks responsible for the attacks.

In 1985, Mr. Williams earned his Bachelor of Arts degree in Criminal Justice from Moravian College. He is also a graduate from the Police Executive Research Forum and the Law Enforcement Management Institute of Texas. He is the recipient of numerous awards and commendations, including three Director's Awards for Excellence in Service, the highest award given in the USMS.

Mr. Williams is an active member of the International Chiefs of Police as a member of the International Organized Crime Committee and International Police Steering Committee. He is also a member of the Federal Law Enforcement Officers Association, the National Center for Missing and Exploited Children (NCMEC) Law Enforcement Committee, and serves on various technical advisory groups inclusive of the Law Enforcement/Private Industry Information Technology Working Group (ITSG) and the International Association of Financial Crimes Investigators (IAFCI). Mr. Williams also serves on the INTERPOL Financial Advisory Group in Lyon, France.

Deputy Director - INTERPOL Washington

Shawn A. Bray was appointed as the Deputy Director of INTERPOL Washington in February 2010. As the Deputy Director, Mr. Bray represents the U.S. Department of Homeland Security (DHS) as its senior ranking official at INTERPOL Washington, the U.S. National Central Bureau of the International Criminal Police Organization (INTERPOL).

As Deputy Director, Mr. Bray is responsible for leading all technical, investigative, and administrative functions of the agency and the efforts of the officers, special agents, analysts, and specialists from INTERPOL Washington and its 26 federal, state, and local law enforcement partner agencies. His primary duties include management of INTERPOL Washington's day-to-day operations and oversight of its mission to share and exchange international criminal investigative and humanitarian assistance information between the U.S. law enforcement community, INTERPOL, and its other 189 member countries engaged in combatting transnational crime.

Mr. Bray began his career in 1988 as a Special Agent with U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), formerly the U.S. Customs Service prior to the establishment of the DHS in 2003. Mr. Bray has served in numerous positions within ICE, the largest investigative agency in DHS. Prior to joining INTERPOL Washington, he served as an HSI Operations Chief with responsibility for the Southeast Region. In addition, Mr. Bray also served as the Unit Chief of the ICE Cyber Crimes Center, where he lead and oversaw the domestic and foreign operations of its three primary components: the Child Exploitation Section, Cyber Crimes Section, and Computer Forensics Section.

Mr. Bray earned his Bachelor of Science degree in Criminal Justice from Truman State University in Missouri in 1987 where he graduated Magna Cum Laude. He has over twenty-four years of law enforcement service with the federal government and is fluent in Spanish.
