PacifiCorp, Bonneville Power Administration (BPA), and Idaho Power jointly propose to design, construct, operate and maintain a new 500 kilovolt, single-circuit electric transmission line from a proposed substation near Boardman, Oregon to the Hemingway Substation near Melba, Idaho—known as the Boardman to Hemingway Transmission Line Project or B2H Project. Idaho Power is leading the permitting process for the Project.

The B2H Project would provide additional capacity for exchanging energy between the Pacific Northwest and the Intermountain West, depending on which region is experiencing the highest demand. The Project would also serve load, improve reliability, interconnect resources, and take advantage of seasonal and near-term load and generation diversity between regions. In 2010, following a year-long community advisory process, Idaho Power selected a proposed route for the transmission line. The project is now advancing through a federal review process under NEPA led by the BLM and a state review process led by the ODOE-EFSC. If approved by both the federal and state agencies, the final route would be selected from various alternatives and Idaho Power’s proposed route.
