eDesignate
eDesignate is the system of choice for the USMS, BOP and the 94 United States District Courts to process designations and initiate the movement of prisoners to their incarceration location. eDesignate delivers the necessary prisoner documents and data via a secure, electronic means to the BOP in one complete package enabling all agencies to monitor and provide relevant information, when needed. By effectively shortening the post-sentence process, eDesignate helps contain detention costs. Working in partnership with the Federal Courts, USMS and BOP, eDesignate not only eliminated an antiquated, paper-based workflow process but also created the ability to automatically capture relevant detainee data from other agency systems.

eIGA
The Electronic Intergovernmental Agreement (eIGA) system manages the interaction between a facility provider and an agency with detention service needs leading to an IGA. It provides a reliable and justifiable structure for the negotiation process. eIGA automates the application process by collecting essential information from facility owners. To address the projection and budgeting challenges, the Office of the Federal Detention Trustee (OFDT) has developed a core rate concept that establishes a baseline for negotiating a fixed rate IGA.

QAP
The Facility Review Management System (FRMS) is an automated process that manages the OFDT's annual detention facility Quality Assurance Review activities and information. OFDT uses the FRMS tool to help ensure that detention facilities provide safe, secure, humane, conditions of confinement that also protect both statutory and constitutional rights of detainees and provide basic services in an acceptable manner. These reviews are conducted at all private detention facilities under contract to the United States Marshals Service or the Office of the Federal Detention Trustee, and those state and local facilities with Intergovernmental Agreements (IGA).

OFDT is transforming Federal detention. This brochure contains information regarding OFDT’s mission statement, background, primary functions, program budget requirements, housing, bookings and program partners.

Federal Performance-Based Detention Standards
The Federal Performance-Based Detention Standards is based on the American Correctional Association Standards, and is designed for use in reviewing non-federal facilities that house federal detainees to ensure these facilities are safe, humane, and protect detainees' statutory and constitutional rights. The Federal Performance-Based Detention Standards is an aid for Subject Matter Experts designed to support the Government Contract Quality Assurance Program. The Federal Performance-Based Detention Standards Review Book provides Subject Matter Experts with direction on making assessments based on detention standards developed by DOJ and DHS/ICE.

Juvenile Federal Performance-Based Detention Standards
This handbook contains federal performance-based detention standards for facilities that house federal pre-trial juvenile detainees.

eIGA Front-End User Handbook
This handbook was designed to introduce the eIGA application process. It is a quick-read that provides step-by-step instruction on completing eIGA applications.

Financing Detention Facilities Handbook
The decision to construct a new detention facility, or expand an existing one, is a time consuming and complex process. A successful project is dependent upon a carefully executed and comprehensive planning process. The process must consider all options, identify and mitigate all risks, and anticipate and address all stakeholder issues.

As part of its outreach program, OFDT collaborated with the Louis Berger Group to develop a Financing Detention Facilities Handbook. The Handbook is intended to assist state and local governments as they consider whether or not a new detention facility or the expansion of an existing one is in the best interest of their communities and whether or not such a project is feasible. The Handbook covers the following topics:
