Donald Lee Phelps, a convicted felon, is wanted for his alleged involvement in a scheme to defraud financial institutions out of tens of thousands of dollars in Florida. From 2005 through 2006, Phelps allegedly assumed the identity of his girlfriend's estranged husband while he was deployed with the United States military in Iraq. Phelps allegedly utilized an altered Texas drivers license in the assumed name to obtain a Florida ID. Then, under the assumed name, Phelps is alleged to have established accounts at a credit union, gained employment at a computer learning center and received a regular salary. Also, under the assumed name, Phelps allegedly wrote personal checks for all of his expenses, obtained loans and credit cards, and sought dental and medical care.
On October 16, 2007, a federal warrant was issued for Phelps' arrest by the United States District Court, Northern District of Florida, after he was charged federally with bank fraud. Phelps is also wanted on unrelated charges in Pennsylvania, Arizona and Texas.
Phelps is an avid softball player and he is routinely involved in competitive adult softball leagues. He suffered a separated shoulder playing softball in Florida and sought orthopaedic surgery. Phelps is regularly involved in gambling, particularly online sports gambling. He has above average computer ability.
Phelps served time in the United States military. Phelps has resided in Houston, College Station, Killeen, Harbor Heights, Bryan, and Copperas Cove, Texas, and he still has ties to Texas. He also has ties to Maryland, New York, Arizona, Pennsylvania, and Germany.
