Welcome to the United States Forces Korea (USFK) Surgeon website! The USFK Surgeon serves as the principal advisor to the Commander, USFK for Force Health Protection and Health Service Support within the Korean Theater of Operations.  The USFK Surgeon’s staff is comprised of a joint team of military medical planners and health professionals responsible for establishing both Health Service Support and Force Health Protection policies and programs designed to sustain and enable the fielding of a healthy and fit force, protected from disease and injury.  These policies and programs establish measures to promote the well-being, ensure a high quality of life, and strengthen the joint and combined force to protect against diseases and non-battle related injuries. 

A healthy and fit joint and combined force provides the Commander with optimally fit members with an increased capacity to withstand the rigors associated with military operations in a joint and combined environment.   Through collaboration, and cooperation between the USFK Surgeon’s staff and the Combined Forces Command (CFC) C-1 Medical staff, essential and effective, Health Service Support planning and coordination are conducted to ensure an adequate and sustainable Health Service Support plan to enhance the readiness, and ensure the Republic of Korea (ROK)/U.S. Alliance is prepared—and if required, to fight tonight.

Mission

To plan, develop, exercise, implement, coordinate and manage joint Health Service Support programs to enable and sustain a healthy and fit force during Armistice and transition to hostilities in the Korean Theater of Operations.

KEY TASKS AND FUNCTIONS

  • Principle health service advisor to Commander, U.S. Forces Korea (USFK).
  • Coordinates and ensures the provision of Health Service Support and Force Health Protection as a sustainment and protection function.
  • Develops Health Service Support strategic plans, policies and procedures and synchronizes Health Service Support activities along all Lines of Operation.
  • Coordinates Force Health Protection measures and procedures, and advises the command staff and component commands on the impacts of diseases and other health threats.
  • Assesses component Health Service Support requirements and capabilities.
  • Ensures coordination of Health Service Support and Force Health Protection operations that sustains collaborative joint planning between Combined Forces Command/USFK, DoD and U.S. Government agencies, Host Nation, and allied participants.
  • Coordinates with components to ensure joint medical synchronization, standardization and interoperability of health service resources.
  • Coordinates medical participation in theater level exercises.
  • Coordinates with Host Nation medical authorities on matters pertaining to public health, and other medical emergencies.
  • Manages the joint blood and joint patient movement requirements programs for USFK.
  • Manages medical logistics requirements and establishes theater policy for medical materiel standardization.

JOINT MISSION-ESSINTIAL TASKS

ST 2.2.1 Collect Information on Theater Strategic Situation [Disease Non-Battle Injury] incurred in the first month of deployment (due to unanticipated medical threat).

ST 2.4.1 Evaluate, Integrate, Analyze, and Interpret Theater Information (anticipated medical threat).

ST 4.2 Coordinate Support for Forces in Theater.

ST 4.2.2 Coordinate Health Service Support (includes Health Service Support as a sustainment and protection function).

ST 4.2.2.1 Manage Theater Joint Blood Program.

ST 4.2.2.2 Coordinate Patient Evacuation from Theater.

ST 4.2.2.3 Manage Medical, Dental, and Veterinary Services and Laboratories and Supply.

ST 4.2.2.4 Coordinate Joint Comprehensive Medical Surveillance.

ST 4.3 Establish and Coordinate Distribution of Supplies-Services for Theater Campaign and COMMZ.
 
ST 4.6 Minimize Safety Risks.
 
ST 6 Coordinate Theater Force Protection.

ST 8.3.3 Arrange Sustainment Support for Theater Forces (includes Force Health Protection & Health Service Support as a protection and sustainment function, and Host Nation Support requirements).

ST 8.4 Provide Theater Support to Other Department of Defense and Government Agencies.

ST 8.4.3 Coordinate Evacuation and Repatriation of Noncombatants from Theater (includes Health Service Support for Noncombatant Evacuation Operation’s mission).

ST 8.5 Integrate Military Operations with Regional Interagency Activities (e.g., coordinating with Non-governmental Organization, Inter-governmental Organization, Other Governmental Agencies as required).

ST 9.4 Establish Passive Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives Defense in Theater (e.g., immunized for biological threats, health risk assessment).

ST 9.5 Coordinate Consequence Management in Theater (Medical Surveillance to identify chemical or biological warfare agent).

OP 4.4.3.2 Manage Flow of Casualties in the Joint Operations Area (JOA)-Korean Theater of Operations (KTO) (includes coordination activities between the Joint Patient Movement Requirements Center-Korea (JPMRC-K) and the Theater Patient Movement Requirement Center-Pacific (TPMRC-P).

OP 4.4.3.3 Manage Health Services Resources in the Joint Operations Area (JOA)-(KTO) (includes managing KTO’s medical resources to provide effective treatment of wounded, injured, or sick personnel to return to full duty or be evacuated from the KTO).

OP 4.5 Manage Logistics Support in the Joint Operations Area (JOA)-KTO (includes management of medical logistics in support of normal operations, campaigns and major operations).

OP 4.5.3 Recommend Evacuation Policy and Procedures for the Joint Operations Area-KTO. 

OP 5.5.3 Integrate Joint Forces Staff Augmentees (includes integrating medical augmentees into existing staff structure to form a Joint Staff to support the Commander).

OP 5.5.7 Conduct Joint Force Staff Operations (includes developing staff operating procedures, delimiting watch bill responsibilities, and determining facility support requirements).
