William Caldwell IV at Secretaria de la Defensa Nacional headquarters Oct. 11 in Mexico City. Caldwell is the commanding general of U.S. Army North and senior commander of Fort Sam Houston and Camp Bullis.   • FORT SAM HOUSTON, Texas - Lt. Gen. William Caldwell IV, commanding general, U.S. Army North, and Mexican military Gen. Guillermo Galvan present certificates to five Mexican military officers during a ceremony at Secretaria de la Defensa Nacional headquarters Oct. 11 in Mexico City. The  Mexican army medical corps officers were presented the certificates for their actions Sept. 19 when they helped to save the life of a local San Antonio man during dinner at a landmark San Antonio restaurant. The visiting doctors were eating dinner at the Tower of the Americas in downtown San Antonio when a man at a nearby table collapsed onto the floor. They quickly reacted and helped to save the choking man. Caldwell is the commanding general of U.S. Army North and senior commander of Fort Sam Houston and Camp Bullis, Galvan is the Mexican military equivalent to the Secretary of Defense and will be relinquishing command at the end of the year.
