JOB SUMMARY:

This position offers an excellent opportunity to seek a greater leadership role and responsibility in public health.  The Food Safety and Inspection Service (FSIS) is a public health regulatory Agency of the U.S. Department of Agriculture (USDA). We protect public health by ensuring that the commercial supply of meat, poultry and egg products is safe, wholesome and correctly labeled and packaged.

Our mission is to protect the consumers by ensuring that the commercial supply of meat*, poultry, and egg products moving interstate in commerce or exported to other countries is safe, wholesome and correctly labeled and packaged.  *The “Food Conservation and Energy Act of 2008”, also referred to as the “2008 Farm Bill”, was signed into Law on June 18, 2008. The Farm Bill amends the Federal Meat Inspection Act (FMIA) to include Catfish as an amenable species under the Act.

FSIS operates under the Public Health Human Resources System (PHHRS), a Pay Banding and Pay for Performance Demonstration Project.  For more information click  PHHRS.  The AP-0701-03 is equivalent to GS-9/11 and the AP-0701-04 is equivalent to the GS-12/13.

FSIS will pay travel and transportation expenses to the first post of duty for our newly hired veterinarians.  This incentive is available to new Federal appointees and only includes the actual costs incurred as a result of the employee's travel and transportation of household goods to the first post of duty. 

Our Public Health Veterinarian's are valued members of a dynamic team.  Most importantly, you are in a pivotal role from day one and your work has visible impact.  You will be:

• planning, organizing, coordinating and adapting the full range of meat and poultry inspection operations in slaughter and/or processing establishments;
• ensuring establishments meet requirements of the Pathogen Reduction and Hazard Analysis and Critical Control Point (HACCP) regulations;
• overseeing other consumer protection, non-food safety concerns such as proper labeling and packaging;
• serving as team leader who works with and supervises other public health professionals to ensure establishments under our jurisdiction comply with sanitation standards and properly implement systems that control hazards from entering the food supply;
• enforcing Federal meat and poultry inspection procedures prior to slaughter and throughout the entire establishment, including humane handling, ante-mortem inspection, post-mortem inspection, processing operations, veterinary dispositions, and transportation and distribution of meat, poultry, and egg products to markets and retail stores.

 

The requirement for Training as a Condition of Employment (TCOE) is temporarily suspended.  However, this position does have a training program requirement. If selected, you will be required to complete a 9-week training program at a designated location which may require travel outside the duty location for an extended period. In addition, you will attend 2 weeks of Public Health Information System (PHIS) training. You will not be placed back under Training as a Condition of Employment (TCOE) when that requirement is reinstated.  The Public Health Veterinarian (PHV) methods’ training is necessary to perform the duties and responsibilities of a PHV to further the mission of the Office of Field Operations and FSIS

This position has a specialized education requirement.


You must have a DVM degree (or will receive your DVM degree within the next nine months) from an AVMA accredited veterinary medical school. If you have a degree from a foreign veterinary medical school, that is not accredited by the AVMA, click on this REQUIREMENTS link.  

You will start at either the AP-0701-03 or AP-0701-04.  To qualify at the AP-0701-04, you must have: 

  • At least one year of post DVM specialized professional veterinary experience that demonstrates the ability to independently perform the veterinary medical duties required of the position; or
  • A Master's degree, from an accredited college, in an area of specialization; or
  • Successfully completed two years of an internship, residency program, or fellowship training program in a discipline related to the position.

Medical Requirements:  The duties of a PHV are performed in a hazardous working
environment. Therefore, applicants must be physically and mentally able to
efficiently perform the job functions, without hazard to themselves and others.
Specifically, full range of motion is required for rapid repetitive twisting and
working with arms above shoulder level as well as standing and walking on slippery
and uneven floors and catwalks, and climbing stairs and ladders. Applicants must
be able to lift, carry, push and pull up to 44 pounds. Manual dexterity of the upper
body, including arms, hands, and fingers with a normal sense of touch in both hands
are mandatory. In addition, applicants must be free of chronic eye disease, have
good near and distance vision and have the ability to distinguish shades of color.
Any significant degree of color blindness (25 percent or more error rate on
approved color plate test) is disqualifying. The ability to hear and understand
conversational voice is required. The above requirements are not all inclusive.
This position requires that you successfully pass a pre-employment physical.

Travel:   Some positions will require travel from establishment to establishment
during the work week and/or day.   This position may require travel away from
home for 1 - 5 nights per month.

Promotion Opportunity:  If selected at the AP-3 level and the position has promotion potential to the AP-4, you may be promoted to the AP-4, upon completion of 12 months of satisfactory performance.   The majority of our
positions are full performance level AP-4 (GS-12/13); however we do employ some
full performance AP-3 (GS-9/11) veterinarians.  

CTAP/ICTAP eligibility information:  Individuals who have special priority selection rights under the Agency Career Transition assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well-qualified for the position to receive consideration for special priority selection.  To be well-qualified and exercise selection priority for this vacancy, displaced Federal employees must be rated at 85 or above on the rating criteria for this position.
