Airline City Pair Program

The City Pair Program (CPP) is for scheduled-certificated U.S. airlines that provide governmentwide, passenger, transportation services for approximately 6,000 domestic and international airports and City Pairs.

Requirements for Participation

Airlines participating in the Airline City Pair contract must meet certain conditions:

CRAF Participation Mandatory
All airline carriers must participate in the Civil Reserve Air Fleet (CRAF) program or obtain a letter of CRAF Technical Ineligibility from the Air Mobility Command.

DoD Domestic Approval Requirements
Prior to award, in accordance with the provisions of 32 CFR 861, Department of Defense Commercial Air Carrier Quality and Safety Review Program, DoD approval is required for all offerers, and their U.S. air carrier code share partners proposed for service on offered markets.

In accordance with the provisions of 32 CFR 861, Department of Defense Commercial Air Carrier Quality and Safety Review Program, DoD approval is required for all offerers, and their U.S. air carrier code share partners proposed for service on offered markets, with the following two exceptions:

  • Award may be made to a carrier undergoing the approval process as long as the carrier is not on DoD's list of disapproved air carriers.
  • Award may be made to a carrier that has proposed to serve a market through a code share partner if the code share partner is undergoing the approval process, and is not on DoD's list of disapproved air carriers.  

DoD Foreign Approval Requirements
Prior to award, offerers proposing to serve a market through a code-share arrangement with a foreign air carrier must represent:

  • That the foreign carrier’s operations and maintenance have been reviewed by the offerer.
  • That, based on the review, the offerer has determined that the foreign air carrier provides a level of quality and safety substantially equivalent to that provided in the offerer’s commercial practice. “Substantially equivalent” means that the foreign air carrier’s operations and maintenance function largely, but not wholly, in the same manner as the offerer’s operations and maintenance

If Not Currently Approved by DoD
All airline carriers who are not currently Department of Defense (DoD) approved must have appropriate Federal Aviation Administration certification and adequate insurance.
