Eloy Vasquez-Santiago, 29, told two Hillsboro detectives that he struck and then stabbed 55-year-old Maria Bolanos-Rivera, killing her, according to an affidavit in support of an arrest warrant filed in Washington County Circuit Court. Investigators, police said, have not found her body.

The Hillsboro city council passed a jam-packed consent agenda Tuesday night with ramifications for city parks, libraries and building departments. Most pressing, the council approved the issuance of $12.5 million in full faith and credit bonds to fund construction of a new ballpark for recently named Hillsboro Hops Class A baseball team. The actual issuance of the bonds is expected sometime in November.

Whitney Heichel, 21, missed the start of her 7 a.m. shift at Starbucks near Southeast Burnside Road and East Powell Boulevard after leaving her nearby home at about 6:45 a.m. Police said they are investigating the case as a suspicious incident.

The unidentified female driver pulled out onto Oregon 35 from a driveway at about 3:10 p.m., and into the path of a northbound truck. She was pronounced dead at the scene.
