Program Management Office for Emergency Management (PMO)
The Federal Acquisition Service (FAS) Program Management Office for Emergency Management (PMO) is part of the Office of General Supplies and Services (GSS). The PMO serves as a partner to the Federal Emergency Management Agency (FEMA), GSA's Office of Emergency Response and Recovery (OERR), and to GSA's Regional Emergency Coordinators.
GSA's Federal Acquisition Service combined several emergency functions under one office as part of the January 24, 2011 GSA Order consolidating FAS Emergency Management Functions. In addition to providing emergency resource and logistics support, the PMO oversees FAS-wide emergency functions such as Continuity of Operations (COOP) and Continuity of Government (COG).
The PMO leverages the expertise and supply chain of GSS and coordinates with other FAS business lines to procure and deliver emergency supplies and commodities such as tents, hygiene kits, cots, blankets, generators, and water. This coordination also involves partnering with the Office of Travel and Transportation to mobilize support for emergency lodging and transportation of emergency supplies during disasters.
As part of its function, the PMO oversees and manages the FAS Emergency Support Teams that when activated, work 24/7 to support those in need. These teams consist of members from various areas and positions across FAS.
Under the National Response Framework, GSA and FEMA are co-leaders of Emergency Support Function (ESF) 7, which involves logistics and resource support during catastrophic events. GSA also supports the National Communication Service of the Department of Homeland Security (DHS) under ESF 2, Communications to manage communications and information dissemination surrounding a disaster. All agencies strive for operational excellence by fostering open communications and partnering to strengthen emergency/disaster planning, preparedness, and response.
When disaster strikes, GSA’s Emergency Management Office is there year-round to support disaster recovery efforts nationally and globally.
