Data Collection helps you assess the health of your process.  Every process improvement effort relies on data to provide a factual basis for making decisions throughout the Plan-Do-Check-Act cycle.  Data Collection improves your decision-making by helping you focus on objective information about what is happening in the process, rather than subjective opinions.

Guidance documents often define standards or expectations which are part of a rule or requirement.  Guidance documents are also used to explain internal policies or practices to simplify an organization's interactions with other parties.

Best practices in project management are tried and tested processes collected from experiences and lessons learned. They've been repeated and improved to produce consistent outcomes. They are documented as examples, baselines and measures.
