"The major finding of this study was that it was not the range or number of services but rather the method of care delivery and the staffing mix that most affected per capita prison health care costs. Specifically, the cost of inmate health care varied by: the use of capitated contracts for ambulatory care; the hours of mid-level practitioner care available to inmates; whether HIV screening is routinely performed during intake; [and] the number of facilities within a DOC (p.i)."
