ANNOTATION: “This report examines the Department of Justice’s (Department) implementation of Title I of the Adam Walsh Act, the Sex Offender Registration and Notification Act (SORNA), which sets forth specific responsibilities for the Department in identifying, arresting, and prosecuting sex offenders who have failed to register or update a registration” (p.i). Sections of this report are: executive digest; background; purpose, scope, and methodology of the review; results of the review -- Section 1 - Department efforts to implement SORNA, Section 2 - accuracy, completeness, and reliability of the National Sex Offender Registries, and Section 3 - trends in the Department’s investigation, arrest, and prosecution of non-compliant sex offenders; and conclusions and recommendations. Appendixes include: acronyms; information submitted to the SMART Office for review; NCMEC map of registered sex offenders; Office of Legal Policy Adam Walsh Act Implementation Memorandum; state-by-state breakdown of registered sex offenders in public registries and the FBI’s NSOR; and FBI, OJP, and USMS responses and OIG analyses. Overall, this report finds that: SORNA implementation is lacking; some information in the registries is incorrect and inaccurate; while the USMS has met its SORNA requirements in spite of these problems.
