Arkansas-Tennessee River Crossing Projects.--Th- conference agreement includes $1,000,000 to study the costs and benefits of constructing a bridge across the Mississippi River in the Memphis, Tennessee, metropolitan area. Within the amounts provided, the conferees expect that not less than $375,000 shall be used by the Great River Economic Development Foundation to study a potential 25-mile toll parkway from Osceola, Arkansas to Millington, Tennessee, including a new bridge across the Mississippi River.

Section 361 of Division I of the "MAKING FURTHER CONTINUING APPROPRIATIONS FOR THE FISCAL YEAR 2003, AND FOR OTHER PURPOSES" effectively increases the amount available for the NCPD/CBI program by using funds that would have been available for TIFIA.
The report contained additional language regarding the East-West Highway, Maine. A June 17, 2003 letter from Senators Istook and Shelby [both of whom chair subcommittes] on behalf of the Senate Committee on Appropriations, effectively nullified the earlier additional language and provided a clarification on this project. The letter indicated that "...the funds [the project is provided $1,500,000 as noted above] be used to conduct a comprehensive study of the transportation deficiencies in the Northeast Border Corridor, which is comprised of the states of New York, Vermont, New Hampshire and Maine, and its connections in neighboring provinces of Canada... assess all transportation modalities in the region, in addition to assessing the relationship between inadequate transportation connections and the economic decline of the region."
