The Under Secretary of State for Arms Control and International Security, Rose Gottemoeller, Acting, serves as Senior Adviser to the President and the Secretary of State for Arms Control, Nonproliferation, and Disarmament. In this capacity, the Under Secretary attends and participates, at the direction of the President, in National Security Council (NSC) and subordinate meetings pertaining to arms control, nonproliferation, and disarmament and has the right to communicate, through the Secretary of State, with the President and members of the NSC on arms control, nonproliferation, and disarmament concerns.

Missile Defense
Special Envoy Tauscher: "The Obama Administration has not only talked about supporting missile defense, we’ve actually done it. And, we have focused on effective systems. We have worked to protect and enhance our important homeland defense capabilities and to expand our regional missile defense capabilities. We demonstrated that again in the FY13 budget request, where every program and every agency is subject to cuts, we protected our most critical BMD capabilities to protect the U.S. homeland, our deployed forces, and our allies and partners." New START
Former Under Secretary Tauscher: "So let me talk a little bit about the new START treaty for a minute or two ... .This landmark agreement accomplishes two goals. First, it enhances our national security by cutting by about one-third the nuclear weapons that both sides are permitted to deploy, and it maintains an effective verification regime appropriate to the obligations in the treaty. Nuclear Posture Review
Former Under Secretary Tauscher: "In addition to reaffirming our commitment to missile defenses, the NPR [Nuclear Posture Review] also supports the goal of bolstering nonproliferation. We want to give more incentive to non-nuclear states not to seek or acquire nuclear weapons. So we updated our Negative Security Assurance (NSA) to make it clear that non-nuclear weapon states party to the NPT who comply with their nuclear nonproliferation obligations do not have to fear a U.S. nuclear attack."
