Commission

Structure

The Commission is comprised of 12 members. Commissioners represent federal and local constituencies with a stake in planning for the nation's capital. The President appoints three citizens, including the Chair. At least one member must reside in Virginia and another in Maryland. The Mayor of the District of Columbia appoints two citizens. Both must be residents of the District of Columbia.

Remaining members serve ex officio. These include the

  • Mayor of Washington, DC

  • Chair of the DC City Council

  • Heads of Executive Branch agencies with significant land holdings in the region

  • Leaders of the U.S. House and Senate committees with DC oversight responsibility

Ex officio members typically appoint alternates to represent them at Commission meetings. 

Presidential Appointees


L. Preston Bryant, Jr. (Virginia)

L. Preston Bryant, Jr.President Obama appointed L. Preston Bryant, Jr. as chairman of NCPC in September 2009 for a six-year term that expires in 2013. Mr. Bryant is a senior vice president for economic and infrastructure development in the Richmond office of McGuireWoods Consulting where he advises on a wide range of issues including water and wastewater facilities, conventional and renewable energy, and commercial and industrial development. Mr. Bryant previously served as secretary of natural resources in the cabinet of former Virginia Governor Timothy M. Kaine, where he oversaw the Commonwealth’s environmental, recreational, wildlife, and historic resources agencies. Prior to his cabinet service, Secretary Bryant served in the Virginia House of Delegates for ten years. He also served as a manager and partner at Hurt & Proffitt, Inc., a Virginia-based civil engineering, surveying, and planning firm. Mr. Bryant received his BA in English from Randolph-Macon College, a Master’s of Humanities from the University of Richmond, and an MA in modern British literature from the University of London.

John M. Hart
John M. Hart began a 6-year term on the Commission in January 2009. Mr. Hart earned a Bachelor of Architecture from Miami University, and a Master of Architecture and a Master of City Planning from the University of Pennsylvania. He served as a Principal with The Onyx Group as the Director of Planning and as Principal in the Planning and Urban Design Group for RTKL Associates in Washington, DC. Mr. Hart has special experience in the field of natural hazard mitigation planning.


Elizabeth Ann White (At-Large)
Elizabeth A. White
President Obama appointed Elizabeth Ann White to the Commission in January 2012 for a six-year term that expires in 2017. Ms. White is the Director of the Chicago Office of The Trust for Public Land. Her previous positions include serving as the Managing Director of Communications and Policy for the Chicago Housing Authority, the Chief of Staff for the Chicago Transit Authority’s Chicago Transit Board, and the Assistant Commissioner for the City of Chicago’s Department of Planning and Development. In addition, Ms. White was the founding executive director of Friends of the Chicago River. She serves on the board of NeighborSpace and is the former Chair of the Lakewood Balmoral National Historic District Committee. Ms. White received a B.Phil. from Northwestern University and M.A. in Urban Studies from Loyola University.

Mayoral Appointees


Arrington Dixon
Arrington Dixon

Mr. Dixon is president of Arrington Dixon & Associates, Inc. (ADA Inc), a computer and telecommunications professional service business. Mr. Dixon has served in various public-sector capacities, including chairman and member of the Council of the District of Columbia and the Metropolitan Washington Council of Governments. He is currently Chairman of the Anacostia Coordinating Council and a Life Member of the Committee of 100 on the Federal City. A graduate of the U.S. Army Command and General Staff College, Mr. Dixon continues to support national defense efforts as a Colonel in the Army Reserve. He holds a B.A. from Howard University and a J.D. from George Washington University. Mr. Dixon was first appointed to the Commission in 1995 and was most recently reappointed in 2011 by Mayor Vincent Gray.

Robert E. Miller

Robert E. MillerMr. Miller is the deputy director of the Mayor's Office of Policy and Legislative Affairs. Previously he served as legislative counsel to the District of Columbia City Council Chairman, and as policy and legal advisor to Committee of the Whole. In addition to his role on the National Capital Planning Commission, Mr. Miller represented the council chairman as a member of the Business Regulatory Reform Commission, D.C. Agenda, the Pennsylvania Avenue Development Corporation, and the Metropolitan Washington Council of Governments (MWCOG). Mr. Miller has a B.A. from Hamilton College and a J.D. from George Washington University. He first served NCPC
as an alternate representing the District council chairman beginning in 1985, and was elected
NCPC vice-chairman in April 2007. He will now serve the Commission as a mayoral appointee of Mayor Vincent Gray.
