This report includes these sections: introduction and overview; countries' practices in imposing LWOP sentences; international law prohibits LWOP for juveniles which the U.S. violates; juvenile justice and rehabilitation models -- the German model of alternative sentencing, the New Zealand Family Group Conference model, the Georgia Justice Project's holistic approach, the Annie E. Casey Foundation's Juvenile Detention Alternatives Initiative and the Bridge City Center for Youth (Louisiana); and conclusions and recommendations.
