The Merit System Protection Board’s (MSPB) Open Government Plan outlines initiatives to make the MSPB more transparent, participatory, and collaborative. This first draft is a strong first step to fulfilling the requirements of the Open Government Directive (OGD), and the MSPB should be commended for taking this action voluntarily. The Plan could be strengthened by providing additional information, including a more thorough explanation of its stakeholders, and details about how and when it plans to release high value datasets, and how and when it will solicit amicus briefs and schedule oral arguments.
