Nonproliferation and National Security Department

Safeguards & Verification Implementation Group

The Safeguards and Verification Implementation Group (SVI) was established in 2010 as a network of BNL nonproliferation and national security functions that manage and/or coordinate laboratory and national support to international programs on behalf of U.S. government agencies.  SVI includes the International Safeguards Project Office, the Technical Survey Team, the Insider Threat Working Group, and Global Initiatives for Proliferation Prevention.

Technical Survey Team and Insider Threat Working Group

The Technical Survey Team (TST) and the Insider Threat Working Group (ITWG) work with the DOE Material Protection, Control and Accountability (MPC&A) Program to improve the protection and accountability for nuclear materials that could be used in a nuclear weapon.  The TST is an advisory group of technical experts with both domestic and international nuclear expertise and experience in design, implementation, operation, evaluation and inspection of safeguards and security systems for both domestic and international sites. The ITWG is a group of technical experts who have experience in working in nuclear material processing plants.  The ITWG works with MPC&A project teams to help them identify strategies to mitigate the potential of insiders stealing nuclear materials. Global Initiatives for Proliferation Prevention and Technology Centers

Global Initiatives for Proliferation Prevention and Technology Centers includes the U.S. Department of Energy (DOE) Global Initiatives for Proliferation Prevention Program (GIPP) and the U.S. Department of State International Science and Technology Centers. The key objective of these programs is to support nonproliferation of Weapons of Mass Destruction by providing assistance in establishing sustainable non-weapon related jobs for scientists and engineers in the Newly Independent States (NIS), as well as Iraq and Libya, who possess current or prior, direct or indirect WMD experience. 

 

International Safeguards Project Office

The International Safeguards Project Officethe day- to-day technical and administrative management of the U.S. Support Program to IAEA Safeguards.  ISPO works with the IAEA Department of Safeguards and the interagency Subgroup on Safeguards Technical Support to transfer technology available in the U.S. private and public sectors to the IAEA for increased effectiveness and efficiency in the implementation of IAEA safeguards. U. S. DOE GIPP Program

The Initiatives for Proliferation Prevention Program includes activities in Russia, Kazakhstan, Ukraine, Belarus, Armenia, and Uzbekistan.  It operates by promoting joint research and development between three entities:  the NIS institute (or a company created using its former employees), a national laboratory, and a U.S. company.

US DOS Science and Technology Center Program

This program includes the International Science and Technology Center in Moscow, Russia, and the Science and Technology Center of Ukraine (STCU) in Kiev.  The ISTC program is funded mainly by the U.S., European Union, Canada and Japan and was established in 1992.  The STCU is funded by the U.S., European Union, and Canada and was established in 1993.  Proposals are submitted by NIS scientists to the Centers, reviewed by different funding countries, and selected for funding.   Funding from the U.S. Government requires a U.S. collaborator.
