As part of its authority to guide the development of the National Capital Region, NCPC reviews and comments upon many draft plans prepared by local jurisdictions as well as regional authorities.

NCPC prepares the Federal Elements and reviews the District Elements of the Comprehensive Plan under a specific authority of the National Capital Planning Act.

Participation in Governing Bodies

District of Columbia – Board of Zoning Adjustment

NCPC has a seat on the 5-member Board of Zoning Adjustment (BZA), an independent, quasi-judicial body of the District of Columbia. It is empowered to grant relief from the strict application of zoning regulations, approve certain uses of land, and hear appeals of actions taken by the Zoning Administrator.

Metropolitan Washington Council of Governments (MWCOG)

MWCOG is comprised of 21 local governments surrounding our nation's capital, plus area members of the Maryland and Virginia legislatures, the U.S. Senate, and the U.S. House of Representatives. NCPC participates in several committees including the independent Transportation Planning Board.

As part of the Greater Washington 2050 steering committee, NCPC helps devise regional approaches to growth, transportation, and environmental policy.

Washington Metropolitan Transit Authority (WMATA)

WMATA provides Metrobus and Metrorail service in DC, Maryland, and Virginia. NCPC’s Executive Director serves as a voting member on the Washington Metropolitan Area Transit Authority’s Board of Directors, one of four federal posts established in accordance with federal law P.L. 110-432. The Board determines agency policy and oversees funding, operation, and expansion of transit facilities.

WMATA is a partner in operating the Circulator bus, a public/private initiative first envisioned in NCPC’s Extending the Legacy plan.
