Commissioner Kelly's statement on Gulf LNG Energy, LLC & Bayou Casotte Energy LLC

  • I must thank staff for its hard work in processing LNG applications. I'm not sure if everyone appreciates the enormous amount of staff time and effort that goes into these applications, from pre-filing, to actual Commission authorization. These are labor-intensive processes, and I am so impressed with the thorough reviews that staff undertakes to help the Commission make informed decisions.


  • Today's orders approving 2 new onshore LNG terminals are no exception. These terminals could supply approximately 3.5 billion cubic feet of natural gas per day. As usual, the Commission had the benefit of thorough environmental, security, and safety analyses conducted by staff, in cooperation with the U.S. Coast Guard and other agencies, that ultimately resulted in our decision to authorize these terminals.


  • Of course, not all requests for section 3 authorizations have been, or will be, processed as smoothly as the two voted out today. However, no matter the circumstances of a particular proposal, the Commission can always count on staff's professional, thorough analyses to guide us in our decision making. Thank you again for all your hard work. And with that, I am pleased to vote out these orders.
