The Commission will receive presentations on Successful Ballot Design, including the Ballot Design Process from Start to Finish; Ballot Design Accessibility, and Usability; and Successful Designs for Optical-scan Ballots, Direct Recording Device Ballots and Paper Ballots. The Commission will consider a status report on a first time voter study, (2) a voter information websites study, (3) a policy proposal regarding the allowable uses of HAVA funds, (4) Advisory Opinion 07-003-A regarding MOE.

The Commission will host a voting advocates roundtable discussion of the Technical Guidelines Committee’s (TGDC) recommended Voluntary Voting System Guidelines. The discussion will be focused upon the following topics: (1)The development of a threat assessment; (2) The evaluation of innovative systems; (3) Open Ended Vulnerability Testing (OEVT); (4) testing of voting system software; (5) How best to strike the balance between usability and accessibility.

The Commission will host an election official roundtable discussion of the TGDC's recommended Voluntary Voting System Guidelines. The Commissioners will consider the following items: whether to modify Advisory Opinion 07-003-A regarding Maintenance of Effort (MOE) funding, pursuant to HAVA Section 254 (a) (7); whether to update the Michigan state instructions on the national voter registration form. Commissioners will receive a briefing regarding HAVA State Plans, hold a fact-gathering hearing regarding Iowa's audit appeal, as part of the audit appeal process established by the Commission, and other administrative matters.
